Regional Programme Governance Manager

The Regional Programme Governance Manager is a critical role responsible for ensuring the seamless governance, compliance, and operational excellence of a complex, multi-country capital project programme across the Asia Pacific region. This position serves as the operational backbone for the APJ Account Management and Programme Management Lead, acting as the subject matter expert for the client's processes, technology systems, and reporting requirements. The Regional Programme Governance Manager owns and manages the monthly reporting and financial calendars, ensures the accuracy and completeness of the client's internal financial management tool (Tririga Capital Projects) as the single source of truth, and provides strategic guidance to Project Management Office (PMO) teams and variable project delivery teams across the Asia Pacific region. This role requires close collaboration with Regional Project Management Directors, the Regional Commercial Director, and counterparts in the Americas to capture lessons learned, share best practice, and look for opportunities to continuously improve programme delivery. By championing the adoption of standardized processes, leading onboarding and training initiatives, preparing critical account deliverables, and facilitating governance meetings with senior leadership stakeholders, the Regional Programme Governance Manager enables informed decision-making and ensures that all project activities align with contractual obligations and Critical Performance Indicators. Core responsibilities:
Serve as the subject matter expert for the client's project management processes, standards, and governance frameworks, providing guidance to dedicated account teams and variable project delivery teams across the Asia Pacific region.
Own and manage the monthly reporting and financial calendars, coordinating with PMO members, Regional Project Management Directors, and the Regional Commercial Director to ensure timely preparation, review, and submission of all account deliverables.
Maintain the client's internal financial management tool (Tririga Capital Projects) as the single source of truth for all project data, ensuring accuracy, completeness, and compliance with client requirements and contractual obligations.
Lead the onboarding and ongoing training of project delivery teams on client processes, governance requirements, and the use of project management information systems (where required), including delivery of training sessions and provision of ongoing support.
Prepare, consolidate, and deliver regular programme and financial reports for use by the APJ Account Management and Programme Management Lead, Regional Project Management Directors, and client stakeholders, ensuring accuracy, clarity, and alignment with the programme.
Facilitate governance meetings with client leadership stakeholders, including preparation of agendas, materials, and meeting minutes, and chair meetings as required to ensure productive engagement and follow-through on action items.
Interface with equivalent role in the Americas region, to share best practice, capture lessons learned, and drive consistency in governance approaches across regions.
Respond to ad hoc reporting requests and data inquiries from client stakeholders and senior leadership, delivering timely, accurate, and professionally presented outputs.
Coordinate with the Regional Commercial Director on finance-related governance activities, including support for cash flow forecasting, invoice tracking, budget variance reporting, and procurement compliance.
Support the preparation of compliance documentation for internal and external audits, ensuring adherence to client-specific business controls, financial reporting standards, and record management requirements.
Drive continuous improvement initiatives to enhance the efficiency, accuracy, and transparency of governance processes, reporting frameworks, and data management practices across the regional programme.
Support the APJ Account Management and Programme Management Lead in the preparation of internal JLL performance reviews, client satisfaction assessments, and strategic planning activities.

Preferred qualifications:
Bachelor's degree or equivalent qualification in business administration, project management, finance, information systems, or a related field; postgraduate qualification is advantageous.
Minimum of 8 years of experience, with demonstrable exerience in programme governance, project coordination, data management, or operational support within a project delivery, construction, or professional services environment.
Prior experience working with project management information systems or enterprise data platforms; experience with JLL's Ingenious/Adaptive Work system and/or client financial management tools (e.g., Tririga Capital Projects) is highly desirable.
Demonstrated experience in preparing professional reports, dashboards, and presentations for senior leadership and client stakeholders in a multi-country or regional capacity.
Strong proficiency in Microsoft Excel (including advanced data analysis, pivot tables, and reporting functions), PowerPoint, Word, and Teams; familiarity with other data visualization and reporting tools is advantageous.
Understanding of project management principles, financial reporting, contract compliance, and governance frameworks within a client-facing environment.
Experience in leading onboarding, training, and knowledge transfer initiatives for geographically dispersed teams.
Familiarity with construction, design, or capital project delivery processes is advantageous but not essential.
Experience working in a multi-cultural, multi-country environment, with appreciation for cultural nuances and effective remote collaboration.
Demonstrated ability to interface with senior leadership and client stakeholders, facilitate meetings, and manage stakeholder expectations with professionalism and diplomacy.
