Job Purpose
To lead the complete tendering and bid management process for national and state highway projects, including EPC, HAM, BOT, and other road infrastructure contracts. The role is responsible for identifying opportunities, coordinating technical and commercial bid preparation, evaluating project risks, and ensuring successful submission of competitive and compliant bids.
Key Responsibilities1. Tender Identification & Opportunity Assessment
- Track and evaluate tender opportunities from:
- National Highways Authority of India (NHAI)
- Ministry of Road Transport & Highways (MoRTH)
- State PWDs
- Infrastructure development corporations
- Multilateral-funded road projects
- Conduct bid/no-bid evaluations based on eligibility, technical capability, financial requirements, and strategic fit.
- Analyze tender notices, RFQs, RFPs, concession agreements, and EPC contracts.
2. Pre-Bid & Qualification Management
- Review eligibility criteria related to:
- Technical capacity
- Similar work experience
- Net worth requirements
- Turnover criteria
- Equipment requirements
- Key personnel requirements
- Coordinate preparation of pre-qualification submissions.
- Manage JV, consortium, and subcontractor arrangements when required.
3. Technical Bid Preparation
- Lead preparation of technical proposals for:
- National highways
- Expressways
- Four-laning and six-laning projects
- Greenfield corridors
- Bridges, flyovers, and ROBs
- Review:
- Drawings
- Alignment plans
- Geotechnical reports
- Traffic studies
- Utility shifting requirements
- Construction methodology
- Coordinate with design, planning, and project teams for technical inputs.
4. Cost Estimation & Commercial Bid Preparation
- Perform detailed BOQ analysis.
- Review quantity take-offs and cost estimates.
- Obtain vendor and subcontractor quotations.
- Evaluate:
- Earthwork costs
- Pavement layers
- Structures and bridges
- Drainage systems
- Traffic safety works
- Utility relocation
- Develop competitive pricing strategies while maintaining profitability.
5. EPC & HAM Contract Management
- Thoroughly review EPC agreements and HAM concession documents.
- Assess:
- Construction obligations
- Milestone requirements
- Performance guarantees
- Defect liability obligations
- Payment mechanisms
- Change-of-scope provisions
- Identify commercial, technical, legal, and execution risks.
6. Financial & HAM Model Evaluation
- Analyze project financial viability.
- Coordinate with finance teams for:
- Bid security
- Bank guarantees
- Performance securities
- Financial closure requirements
- Review HAM-specific parameters including:
- Construction support
- Annuity payments
- O&M obligations
- Inflation indexation
- Project cash flow projections
7. Pre-Bid Meetings & Client Coordination
- Attend pre-bid meetings.
- Prepare and submit technical and commercial queries.
- Coordinate clarification requests with clients and consultants.
- Maintain strong relationships with authorities and stakeholders.
8. Tender Submission & Compliance
- Ensure complete compliance with tender requirements.
- Manage online bid submissions through government procurement portals.
- Ensure timely submission of:
- Technical bids
- Financial bids
- Statutory documents
- Affidavits and declarations
- Maintain bid documentation and records.
9. Post-Bid Activities
- Support bid negotiations and clarifications.
- Coordinate award-stage documentation.
- Facilitate project handover to execution teams.
- Conduct bid outcome analysis and maintain lessons-learned database.
Educational Qualification
- Bachelor's Degree in Civil Engineering (Mandatory)
- Master's Degree in Construction Management, Infrastructure Management, or MBA (Preferred)
Experience
- 10–18 years in highway and infrastructure projects.
- Minimum 5–8 years in tendering for NHAI/MoRTH projects.
- Proven experience in EPC and HAM road projects.
- Experience handling bids valued at ₹100 Crore to ₹5,000+ Crore.
