1️ Educational Qualification
- B.E./B.Tech / Diploma in Civil Engineering
- 2–6 years of experience (depending on project scale)
- Experience in water supply / sewerage / irrigation / STP / WTP projects preferred
2️ Technical Knowledge (Water Projects Specific)
Candidate should have knowledge of:
- BOQ (Bill of Quantities) preparation & verification
- RA Bills (Running Account Bills) preparation
- IPC (Interim Payment Certificate) processing
- Measurement Book (MB) handling
- Rate analysis
- Extra item / deviation statements
- Quantity take-off from drawings
- Knowledge of IS codes related to water works
- Understanding of pipeline works (DI, HDPE, MS)
- Knowledge of WTP/STP components (clarifiers, filters, tanks, pumps, etc.)
3️ Software Skills Required
- AutoCAD (basic quantity extraction)
- MS Excel (Advanced – formulas, pivot, billing sheets)
- MS Office
- ERP / Billing software (if applicable)
- Knowledge of Primavera/MS Project (optional but preferred)
4️ Roles & Responsibilities
- Preparation & submission of client RA bills
- Subcontractor bill verification
- Quantity reconciliation (client vs executed)
- Maintaining billing register & documentation
- Coordination with site engineers & planning team
- Checking DPR quantities vs actual execution
- Preparing variation statements
- Ensuring billing as per contract terms
- Follow-up with client for certification & payment
5️ Required Skills & Competencies
- Strong knowledge of contract conditions (FIDIC preferred)
- Good documentation & record-keeping
- Strong Excel skills
- Good communication with client & consultant
- Detail-oriented and accurate
- Ability to handle multiple packages
6️ Experience Level Suggestion
- Junior Billing Engineer → 2–3 years experience
- Senior Billing Engineer → 5+ years experience in large government water projects
