Position Summary
The HR & Admin Manager will lead the end-to-end human resource function and oversee all administrative operations across central and field offices. This dual-role requires a proactive leader who can build structured HR systems for diverse teams (spanning field coordinators, agricultural experts, and executive staff) while ensuring seamless office administration, regulatory compliance & documentation, and resource management.
Key Responsibilities
Human Resources & Talent Management
- Recruitment & Onboarding: Manage full-cycle recruitment for central leadership, technical specialists, and field staff. Design localized hiring pipelines and structured onboarding programs.
- Performance Management: Implement and manage performance evaluation frameworks (OKRs/KPIs) aligned with organizational goals and donor deliverables.
- Policy Development: Formulate, update, and enforce HR policies, handbooks, and standard operating procedures tailored to field and office environments.
- Training & Capability Building: Identify skill gaps and coordinate capacity-building workshops for field workers, program leads, and administrative personnel.
Administration & Operations Management
- Office & Facility Management: Oversee the daily administration of the Ranchi headquarters and coordinate support for field offices and project sites.
- Asset & Inventory Control: Maintain registers for office supplies, IT equipment, vehicles, and field equipment. Implement inventory tracking and audit routines.
- Vendor & Procurement Oversight: Manage relationships with service providers, logistics partners, and vendors. Standardize procurement processes to ensure cost-efficiency and donor compliance.
- Travel & Logistics: Coordinate travel arrangements, lodging, and transport protocols for executive staff, field teams, and visiting partners/donors.
Compliance, Legal & Donor Alignment
- Labor Law Compliance: Ensure strict adherence to Indian labor laws, PF/ESI regulations, Shops and Establishment Act requirements, and NGO-specific statutory frameworks.
- POSH & Safeguarding: Function as a key anchor for the Internal Complaints Committee (ICC), enforcing Child Safeguarding, POSH (Prevention of Sexual Harassment), and Code of Conduct policies.
- Audit & Documentation Support: Maintain accurate personnel files and administrative records required for institutional audits, grant reporting, and FCRA/CSR compliance checks.
Culture & Team Engagement
- Maintain team morale across geographically dispersed field locations through structured communication and engagement initiatives.
- Drive conflict resolution mechanisms and foster an inclusive, collaborative, and mission-driven work environment.
Qualifications & Requirements
- Education: Master’s degree in Human Resources, Business Administration (MBA/MPA), Social Work (MSW), or a related field.
- Experience: Minimum 3 years of combined HR and Administrative experience, with at least 1 year in a leadership role within an NGO, social enterprise, or rural development context.
- Regional Knowledge: Deep familiarity with operating dynamics in Jharkhand and neighboring regions, including field logistics and local labor dynamics.
- Languages: Fluency in Hindi and English is required; knowledge of local regional languages of Jharkhand/Eastern India is strong added value.
- Technical Skills: Proficiency in HRMS software, payroll processing tools, MS Office Suite (Excel, Word, PowerPoint), and cloud-based collaborative tools (Google Workspace).
