Job Description: Planning Programme Manager (Management)
We are seeking a highly strategic, experienced, and dynamic Planning Programme Manager (Management) to lead our organizational growth, project planning, and business development initiatives. This is a critical management role requiring a seasoned professional with deep expertise in transforming project concepts into operational realities. The ideal candidate will possess a strong track record in proposal writing, tendering, and formulating robust business development strategies, alongside exceptional team leadership capabilities.
Core Responsibilities
- Proposal Writing & Documentation: Conceptualize, draft, and finalize high-quality project proposals, executive-level reports, and grant applications to secure new funding and initiatives.
- Tendering & Bidding Processes: Oversee the end-to-end tendering process, including reviewing technical requirements, preparing comprehensive bid documents, and managing compliance standards.
- Process Design & SOP Development: Formulate, refine, and enforce comprehensive Standard Operating Procedures (SOPs) and Project Implementation Plans to guarantee operational consistency and quality assurance across all programs.
- Project Conceptualization & Execution: Seamlessly transition projects from absolute scratch (conceptualization/inception) to complete, successful delivery based on a thorough understanding of the project concepts.
- Business Development Strategy: Define, drive, and execute strategic growth plans and business development activities to expand the organization’s reach and impact.
- Robust Team Management: Provide strategic direction and high-caliber leadership to multi-disciplinary teams and coordinators, ensuring absolute accountability, timeline monitoring, and milestone tracking.
Skills and Qualifications
- Extensive Leadership Experience: A minimum of 10+ years of solid experience and deep expertise in project execution, program planning, or management, preferably within the development or social sector.
- Technical Competence: Advanced mastery of project management frameworks, budget formulation, tender analysis, corporate drafting, and SOP development.
- Strategic Growth Mindset: Proven capability in mobilizing projects from the zero phase through to institutionalization, with a strong background in business development strategies.
- Elite Communication & Presentation: Top-notch verbal and written communication skills. The candidate must be highly articulate, confident in pitch presentations to stakeholders, and skilled in drafting executive documentation.
- Analytical Problem-Solving: A sharp, solution-oriented mindset capable of navigating ground-level execution challenges and shifting variables in real time.
