Job Description: Bid & Procurement Manager (NGO & Government Schemes)
We are seeking a highly strategic, result-oriented, and seasoned Bid & Procurement Manager to drive the growth, project acquisition, and government marketplace expansion of our organization's portfolio. This specialized leadership role demands an exceptional expert who can seamlessly navigate end-to-end procurement lifecycles, government e-procurement systems, and technical documentation.
The ideal candidate must possess an elite track record in government liaisoning, advanced bid management, and the execution of public procurement initiatives on platforms like the GeM Portal and CPPP. Crucially, this role focuses on securing and managing service-based government contracts, NGO grants, and field implementation projects under schemes like Jal Jeevan Mission (JJM), PKVY, and allied agricultural/rural development programs.
Core Responsibilities
· End-to-End Procurement Operations: Oversee the complete public procurement lifecycle, ensuring absolute compliance from initial partner onboarding and service cataloging to final project execution and contract closure.
· End-to-End Bid Management: Take absolute ownership of the entire bidding lifecycle—including initial tender identification (RFP/RFQ/EOI), strategic pre-bid query formulation, risk tracking, and final contract negotiation for developmental projects.
· GeM & CPPP Portal Operations: Oversee complete operations on the Government e-Marketplace (GeM) and Central Public Procurement Portal (CPPP), specifically managing profile updates, NGO exemptions, and seamless navigation from registration to final service tender allocation.
· Service Mapping & Category Management: Lead the strategic registration and category mapping of our NGO's service offerings (e.g., Capacity Building, Skill Training, Field Implementation, Social Audit) to ensure high visibility on public platforms.
· L1 & Financial Bid Handling: Conduct rigorous evaluations of tender requirements. Devise strategic pricing models for service delivery, resource deployment, and project execution to successfully position the organization as the preferred bidder.
· Stakeholder & Department Liaisoning: Coordinate with government departments (e.g., Ministry of Jal Shakti, Ministry of Agriculture), state nodal agencies, and institutional partners to secure strategic alignments and compliance approvals.
· Order Processing & Project Milestones: Supervise post-award project tracking, ensuring smooth compliance with government delivery timelines, grant milestones, and providing financial/billing guidance to internal field and accounts teams.
· Exemptions & Scheme Compliance: Leverage specific public schemes, institutional preferences, and benefits applicable to NGOs, MSMEs, and trust registrations in public procurement tracks.
· Technical & Financial Documentation: Spearhead the preparation and submission of comprehensive technical proposals, methodology notes, and financial documents, ensuring seamless processing of EMD exemptions or security deposits where applicable.
· Cross-Functional Collaboration: Partner closely with internal ground execution, accounts, and legal teams to guarantee that newly acquired government projects smoothly transition into successful ground-level operation.
Skills and Qualifications
· NGO/Service Procurement Expertise: Flawless, deep-rooted knowledge of end-to-end public procurement processes, government commercial terms, and compliance guidelines for service contracts and central/state schemes.
· Experience: Minimum 8–10 years of proven experience in high-value B2G (Business-to-Government) bids, public procurement, or bid management. Direct experience bidding for projects under Jal Jeevan Mission (JJM), PKVY, watershed management, or rural development sectors is highly preferred.
· Heavy Implementation & Deal-Closing: A demonstrable track record of successfully securing large-scale government service contracts, executing complex consortium bids, and scaling the organization's footprint across various government departments.
· Technical Bid Proficiency: Expert, hands-on knowledge of public procurement portals (specifically GeM, CPPP, and state-specific e-procurement systems) along with a flawless understanding of technical proposal writing.
· Elite Communication & Public Relations: Outstanding verbal and written communication skills in both Hindi and English. Must possess absolute confidence when delivering presentations or leading technical negotiations with top-tier government dignitaries, bureaucrats, and partners.
· Strategic Project Design & Risk Management: Exceptional capability in drafting winning bid strategies, evaluating competitor layouts, managing vendor compliance, and effectively managing risk throughout the project lifecycle.
· Professional Standards: Ability to maintain a 100% professional and confidential approach to handling corporate data and sensitive government tender documents.
