Position Summary
The Registrar shall be the Chief Administrative Officer of the University and shall be responsible for the efficient administration of the University's academic, administrative, statutory, legal, and regulatory functions. The Registrar will serve as the custodian of University records, seal, statutes, ordinances, regulations, and official documents, while ensuring compliance with the provisions of the University Act, UGC Regulations, Government directives, and other applicable statutory requirements.
The Registrar shall work closely with the Vice-Chancellor, statutory authorities, academic bodies, regulatory agencies, and stakeholders to ensure smooth governance and effective administration of the University.
Key Responsibilities Academic Administration
- Oversee all academic administrative processes of the University.
- Coordinate admissions, examinations, enrollment, registration, award of degrees, and student records.
- Facilitate implementation of academic regulations, ordinances, statutes, and policies.
- Coordinate with Deans, Directors, Heads of Departments, and other academic authorities for effective academic governance.
Statutory and Regulatory Compliance
- Ensure compliance with UGC Regulations, State Government directives, AICTE, NCTE, PCI, INC, BCI, NMC, and other applicable regulatory authorities.
- Monitor implementation of statutory provisions and institutional policies.
- Maintain all statutory records and ensure timely submission of reports and returns to regulatory bodies.
- Assist in accreditation and ranking processes including NAAC, NIRF, NBA, and other quality assurance frameworks.
Governance and University Administration
- Act as Member Secretary to the statutory bodies of the University, including the Board of Management, Academic Council, Finance Committee, and other committees as assigned.
- Organize meetings of statutory bodies and ensure preparation of agendas, notices, minutes, and follow-up actions.
- Maintain official records of resolutions, policies, and decisions.
- Ensure implementation of decisions taken by University authorities.
Human Resource Administration
- Supervise administrative staff and oversee establishment matters.
- Coordinate recruitment, appointments, promotions, confirmations, service records, and retirement benefits of University employees.
- Ensure compliance with service rules, statutes, and employment regulations.
- Handle disciplinary proceedings and service-related administrative matters.
Legal and Administrative Affairs
- Coordinate legal matters involving the University in consultation with the Legal Department.
- Ensure maintenance and safe custody of University records, agreements, contracts, and official documents.
- Support the University in handling legal notices, court matters, and regulatory communications.
Examination and Student Services
- Oversee examination administration and ensure integrity, confidentiality, and transparency in examination processes.
- Ensure timely declaration of results, issuance of degrees, certificates, transcripts, and other academic credentials.
- Monitor student grievance redressal mechanisms and student support services.
Institutional Development and Quality Assurance
- Support strategic planning, policy implementation, and institutional development initiatives.
- Promote administrative reforms and digital transformation of University operations.
- Facilitate quality assurance initiatives and continuous improvement processes.
Financial and Administrative Coordination
- Coordinate with the Finance Officer regarding budgetary and administrative matters.
- Ensure proper utilization of resources and adherence to approved policies and procedures.
- Assist the University leadership in planning and executing institutional projects.
Record Management and Custody
- Act as the custodian of:
- University Seal
- Statutes, Ordinances, and Regulations
- Minutes of Statutory Bodies
- Academic and Administrative Records
- Official Correspondence and Notifications
Qualifications Essential
- Master's Degree with at least 55% marks or an equivalent grade from a recognized University.
- Ph.D. degree is desirable.
- Minimum 15 years of administrative experience in higher education institutions, of which at least:
- 8 years shall be as Deputy Registrar or in an equivalent administrative position; or
- Comparable experience in a reputed educational institution, research organization, government department, or autonomous body.
Preferred
- Experience in private or state universities.
- Knowledge of UGC Regulations, Higher Education policies, accreditation frameworks, and university governance systems.
- Experience in handling statutory bodies and regulatory compliance.

Nature of Appointment
Full-Time Senior Administrative Position
The Registrar shall serve as the principal administrative officer of Shri Rawatpura Sarkar University and shall be responsible for ensuring efficient governance, statutory compliance, academic administration, institutional development, and smooth functioning of all University operations in accordance with applicable laws, regulations, and University policies.
Pay: ₹60,000.00 - ₹150,000.00 per month
