Role Overview:
The incumbent will design and develop Qualification Files, Model Curriculum, assessment structures, learning outcomes and academic documentation aligned to NCVET, NSQF and NCrF requirements. This role converts market demand into approved, sellable qualifications. Its output directly gates the Awarding Body's ability to sign partners and certify learners, which makes first-pass approval rate, not volume alone, the
metric that matters.
Key Responsibilities:
1. Regulatory Compliance & Audit Readiness
-
Own NCVET and NSQF compliance for the Awarding Body; maintain a compliance register.
-
Prepare for and manage regulator audits and inspections; drive corrective and preventive actions to closure. Device an action plan on AB Performance Grading and Monitoring norms (as per NCVET)

Author, publish and periodically review the Awarding Body's quality SOPs and standards.

Ensure all assessment evidence and certification records are audit-ready at all times with Operations & Assessments.
2. Quality Assurance System
-
Commission, brief and audit the external empanelled moderator panel; hold the moderation register.

Review moderation findings; investigate malpractice, impersonation and result irregularities; recommend sanctions.

Exercise authority to withhold a certification release pending verification.
-
Escalate any unresolved assessment-integrity matter to Director AB & SQAC.
3. Assessment Agency Governance & Appeals
-
Empanel assessment agencies against a published standard; audit them on a defined cycle.
-
Monitor assessor quality, capacity and conflict of interest; recommend suspension or removal.

Run the appeals and grievance mechanism to a published turnaround.
4. Governance, Board Reporting & Director's Office
-
Prepare and circulate agendas; issue minutes and governance notes within 24 hours of every meeting;maintain the action tracker.

Assemble the consolidated Awarding Body MIS and the quarterly board pack from functional inputs;run an arithmetic and internal consistency check on every paper and return non-compliant inputs to the originating function.

Maintain the document, version and correspondence registers.

Manage the Director's official calendar, travel and confidential correspondence.
Qualifications & Skills Required:
-
Company Secretary (CS) , LLB, or an equivalent governance,compliance or audit qualification is strongly preferred.

5-8 years across governance, regulatory compliance, quality assurance or internal audit.

Exposure to the skilling or education sector is required - Awarding Body, Sector Skill Council,assessment agency, examination board or accredited certification body.

Working knowledge of NCVET and UGC regulatory requirements is desirable.

Prior board or council secretarial experience is a strong advantage.

Ms Office or Google workspace proficiency is must, must be an expert spreadsheets analysis and docs
-
Regulatory interpretation, compliance register management, audit methodology, CAPA.

Ability to commission, brief and audit an external moderation panel - understanding of sampling, inter-assessor reliability and standard setting at a commissioning level, even if not performing it.

Investigation and evidence handling; report writing that stands up to a regulator.
-
Excellent written English - this role drafts what the Chancellor reads.

Numeracy sufficient to find an arithmetic error in a board table.
