Job Summary
The Techno-Commercial Engineer will be responsible for handling the technical and commercial aspects of tenders and projects, including estimation, BOQ preparation, technical evaluation, vendor coordination, procurement support, commercial negotiations, and project cost control. The role requires close coordination with clients, consultants, vendors, subcontractors, project teams, and management to ensure technically compliant and commercially viable project execution.
Key Responsibilities
- Review tender documents, drawings, specifications, BOQs, scope of work, and contractual requirements.
- Prepare quantity take-offs, BOQs, cost estimates, rate analysis, and techno-commercial offers.
- Analyse technical requirements and identify project materials, manpower, equipment, and execution requirements.
- Prepare detailed quotations and tender submissions within specified deadlines.
- Obtain quotations from vendors and subcontractors and prepare technical and commercial comparison statements.
- Evaluate vendor/subcontractor offers based on technical compliance, pricing, delivery schedule, and commercial terms.
- Coordinate with Engineering and Project teams for technical clarifications, design requirements, and execution methodology.
- Coordinate with Procurement for material specifications, vendor selection, pricing, availability, and delivery schedules.
- Conduct market surveys and maintain updated material, labour, equipment, and subcontractor rates.
- Identify technical deviations, exclusions, risks, and commercial implications in tender documents.
- Assist in client meetings, pre-bid discussions, negotiations, and post-tender clarifications.
- Review and support preparation of purchase orders, work orders, subcontract agreements, and other commercial documents.
- Monitor project costs, variations, additional works, and changes in scope.
- Review work measurements, contractor bills, vendor invoices, and supporting documents.
- Support project teams in resolving technical and commercial issues during execution.
- Coordinate with Finance/Accounts for billing, payment follow-up, and commercial settlements.
- Maintain proper records of tenders, quotations, BOQs, rate analysis, purchase orders, contracts, and correspondence.
- Prepare tender status, cost analysis, procurement, and commercial MIS reports for management.
- Support management in cost optimisation, project profitability analysis, and commercial decision-making.
Required Skills
- Strong knowledge of mechanical estimation, tendering, BOQ, rate analysis, costing, and procurement.
- Ability to understand and interpret mechanical drawings, specifications, and technical documents.
- Good knowledge of MS Excel and estimation/costing tools.
- Strong analytical, negotiation, and commercial skills.
- Good vendor, subcontractor, client, and consultant coordination skills.
- Knowledge of contract terms, variations, work orders, and commercial documentation.
- Strong written and verbal communication skills.
- Ability to manage multiple tenders and projects within deadlines.
Preferred Industry Experience
Experience in mechanical construction, piping, fabrication, HVAC, oil & gas, industrial projects, EPC projects, shipbuilding/ship repair, infrastructure, or similar engineering projects will be preferred.
