Position
Billing Engineer
Experience
5–10 years of relevant experience in billing and quantity verification for 220 kV and above Substation and Transmission Line (TL) projects.
Mandatory Experience
-
Experience working on projects executed for clients such as PGCIL, RESONIA, NTPC, Power Utilities, or other Government/Private Transmission Utilities.

Hands-on experience in client billing, vendor billing, quantity reconciliation, and contract management.
Educational Qualification
-
B.E./B.Tech or Diploma in Civil/Electrical Engineering.
Key Responsibilities
Client Billing
-
Prepare and submit RA Bills, Final Bills, and milestone-based invoices as per contract conditions.

Verify executed quantities from approved drawings, BOQs, and Measurement Books (MBs).

Coordinate with client representatives for measurement verification and certification.
-
Follow up for bill certification, approvals, and payment release.
Quantity & BOQ Management
-
Maintain BOQ consumption and executed quantity records.
-
Monitor deviations, extra items, and variation orders.
-
Prepare quantity reconciliation reports against awarded BOQ.
-
Ensure billing is in line with approved amendments and contract provisions.
Vendor Billing
-
Verify subcontractor measurements and certify vendor bills.
-
Ensure vendor billing is supported with approved measurements and work completion records.
-
Maintain reconciliation between client billing and subcontractor billing.
Documentation
-
Maintain billing registers, measurement sheets, MBs, and supporting documents.
-
Prepare billing MIS reports and payment tracking reports.
-
Maintain records of approved drawings, amendments, and change orders.
Coordination
-
Coordinate with Site Execution, Planning, QA/QC, Survey, Stores, and Finance teams.

Liaise with client engineers for measurement verification and billing approvals.
-
Support contract administration for claims, recoveries, and variation orders.
Cost Monitoring

Track billed vs. executed quantities.
-
Monitor pending billable quantities.
-
Assist in project cash flow planning and revenue forecasting.

Support monthly project progress reporting.
Work Experience
Required Skills
-
Strong knowledge of Substation and Transmission Line construction activities.
-
Thorough understanding of EPC contract billing procedures.
-
Experience in measurement and quantity reconciliation.
-
Knowledge of BOQ, rate analysis, variation orders, and contract conditions.
-
Proficiency in MS Excel, MS Office, AutoCAD (preferred), and ERP/SAP billing modules.
-
Strong analytical, documentation, and communication skills.
Preferred Experience
-
Experience in 400 kV, 765 kV, or HVDC Substation and Transmission Line projects.
-
Exposure to FIDIC/EPC contracts.
-
Experience handling multiple projects simultaneously.
