Job Purpose
To oversee and manage the implementation of the Animal Birth Control (ABC) Programme in accordance with the Animal Welfare Board of India (AWBI) Guidelines, the Animal Birth Control Rules, 2023, and the Prevention of Cruelty to Animals Act. The position is responsible for ensuring humane animal handling, sterilization, vaccination, treatment, welfare compliance, staff supervision, record management, and coordination with stakeholders.
Key Responsibilities
1. Programme Management
- Plan, organize, and supervise day-to-day operations of the ABC Centre.
- Ensure effective implementation of sterilization and anti-rabies vaccination programmes.
- Coordinate with municipal authorities, veterinary teams, animal welfare organizations, and other stakeholders.
- Monitor programme targets, timelines, and performance indicators.
- Ensure availability of medicines, surgical supplies, equipment, and operational resources.
2. Animal Capture and Transportation Oversight
- Supervise humane capture of community dogs as per approved protocols.
- Ensure trained dog-catching teams use non-cruel and safe handling methods.
- Monitor transportation procedures to minimize stress and injury to animals.
- Verify proper identification and documentation of captured animals.
3. Veterinary Treatment and Surgical Management
- Oversee admission, examination, sterilization, vaccination, treatment, and post-operative care of animals.
- Ensure animals receive timely veterinary attention and emergency care when required.
- Monitor surgical quality standards and post-operative recovery procedures.
- Ensure compliance with infection control, biosecurity, and veterinary best practices.
- Coordinate treatment and rehabilitation of sick, injured, pregnant, lactating, or special-care animals.
4. Animal Welfare and Regulatory Compliance
- Ensure compliance with AWBI guidelines, ABC Rules, 2023, and animal welfare regulations.
- Maintain humane housing, feeding, watering, sanitation, and enrichment standards.
- Monitor animal welfare conditions within kennels, operation theatres, and recovery areas.
- Facilitate inspections and audits conducted by authorities and monitoring committees.
- Investigate and address welfare concerns or operational non-compliance.
6. Animal Release and Rehabilitation
- Ensure sterilized and vaccinated animals are released back to their original territories after recovery.
- Verify veterinary fitness before release.
- Coordinate rehabilitation and long-term care for animals requiring extended treatment.
- Monitor compliance with release protocols and documentation requirements.
7. Stakeholder and Community Coordination
- Serve as the primary point of contact for municipal authorities, NGOs, resident associations, animal feeders, and the public.
- Address complaints, grievances, and inquiries related to ABC operations.
- Conduct awareness and outreach programmes on animal welfare, rabies control, and responsible community animal management.
- Support community engagement initiatives promoting humane treatment of animals.
8. Health, Safety, and Risk Management
- Ensure staff compliance with occupational health and safety requirements.
- Implement emergency response protocols for animal bites, zoonotic diseases, and workplace incidents.
- Maintain cleanliness, waste disposal systems, and infection prevention measures.
- Ensure safe storage and handling of medicines, vaccines, and surgical equipment.
Qualifications
Essential
- Bachelor's Degree in Veterinary Science (BVSc & AH) or related field.
- Experience in animal welfare, veterinary services, shelter management, or ABC programme implementation.
- Knowledge of AWBI Guidelines, ABC Rules, 2023, and animal welfare legislation.
- Strong leadership, communication, and administrative skills.
