Role Purpose
The Head of CFS is responsible for the overall management, profitability, operational efficiency, regulatory compliance, customer satisfaction, and business growth of the Container Freight Station. The role oversees import-export cargo handling, bonded warehousing, customs coordination, yard operations, equipment utilization, safety, manpower management, and stakeholder relationships. The incumbent ensures seamless cargo movement between port terminals, shipping lines, customs authorities, transporters, and customers while maximizing asset utilization and profitability.
Key Responsibilities1. Operations Management
- Lead end-to-end CFS operations covering:
- Import container handling
- Export cargo carting
- Container stuffing and de-stuffing
- Bonded warehouse operations
- Yard and container storage management
- Empty container handling
- Ensure optimum utilization of:
- Yard space
- Warehousing capacity
- Material handling equipment
- Manpower resources
- Monitor operational KPIs such as:
- Container dwell time
- Yard occupancy
- Truck turnaround time
- Equipment productivity
- Cargo throughput (TEUs)
- Ensure timely evacuation and delivery of containers to avoid congestion and detention costs.
2. Customs & Regulatory Compliance
- Ensure compliance with:
- Customs regulations
- Port authority requirements
- ICEGATE procedures
- Bonded warehouse regulations
- DGFT and other trade regulations
- Maintain excellent working relationships with:
- Customs officials
- Shipping lines
- CHAs
- Port authorities
- Government agencies
- Facilitate customs examinations, cargo inspections, and document processing.
- Lead internal and external audits.
3. Commercial & Business Development
- Drive revenue growth through:
- Increased cargo volumes
- New customer acquisition
- Value-added logistics services
- Warehouse utilization
- Maintain relationships with:
- Shipping lines
- Freight forwarders
- NVOCCs
- Importers and exporters
- Develop annual business plans and budgets.
- Identify opportunities for operational expansion and service enhancement.
4. Financial Management
- Own the CFS Profit & Loss (P&L).
- Monitor:
- Operating costs
- Equipment expenses
- Labor costs
- Maintenance expenses
- Improve margins through productivity enhancement and cost optimization.
- Prepare monthly MIS and management reports.
- Ensure budget adherence and financial controls.
5. Yard, Warehouse & Equipment Management
- Oversee:
- Container yard operations
- Bonded and non-bonded warehousing
- Container stacking plans
- Equipment deployment
- Ensure availability and maintenance of:
- Reach stackers
- Forklifts
- Trailers
- Cranes
- Handling equipment
- Implement technology solutions for yard planning and cargo tracking.
6. Safety, Security & Quality
- Ensure compliance with:
- HSE standards
- ISO requirements
- Supply chain security requirements
- Company safety policies
- Conduct regular:
- Safety audits
- Risk assessments
- Emergency drills
- Maintain zero-tolerance approach toward safety violations.
- Ensure cargo security and prevention of pilferage or damage.
7. Leadership & People Management
- Lead a team comprising:
- Operations Managers
- Yard Managers
- Warehouse Managers
- Supervisors
- Administrative staff
- Contract workforce
- Establish performance KPIs and accountability systems.
- Develop succession plans and training programs.
- Foster a culture of continuous improvement and customer focus.
8. Stakeholder Management
Serve as the primary point of contact for:
- Customs Authorities
- Port Operators
- Shipping Lines
- Freight Forwarders
- Transporters
- Government Agencies
- Major Customers
Manage operational issues, escalations, and service-level commitments proactively.
