MOC Shipyards is looking for an experienced Senior Manager – Production Planning & Material Control to oversee production planning, material requirements, procurement coordination and material readiness for vessels under construction.
The role will act as a key link between Production, Procurement, Finance, Stores, Design & Engineering, QA/QC and Project Management, ensuring that materials, equipment, technical information, approvals, funding and subcontractor resources are available as required to maintain uninterrupted vessel construction and achieve project milestones.
Key Responsibilities
Production Planning & Coordination
- Develop, maintain and monitor master production and material delivery schedules for vessels under construction.
- Convert vessel construction schedules, BOMs, work breakdown structures and production priorities into time-based material requirements.
- Coordinate with Production Managers, Project Managers and supervisors to identify materials, equipment and subcontracted services required for each stage of construction.
- Ensure required materials, approved drawings, technical information, labour and subcontractor resources are available before scheduled work begins.
- Monitor actual production progress against schedules and identify potential delays or constraints.
- Coordinate recovery plans whenever production falls behind schedule or critical materials are delayed.
Material Planning & Procurement
- Maintain consolidated material requirements for individual vessels and the overall shipyard construction programme.
- Ensure purchase requisitions and LPOs are initiated sufficiently in advance, considering supplier lead times, technical approvals, shipping, customs clearance and inspection requirements.
- Identify critical and long-lead materials and equipment and monitor them through procurement, delivery and installation.
- Review purchase orders/LPOs to ensure correct specifications, quantities, drawing references, classification requirements and delivery dates.
- Coordinate with Design, Engineering, Production and Procurement to review BOMs and procurement schedules before orders are placed.
- Ensure material substitutions and specification changes are technically approved and properly documented.
- Monitor supplier commitments and immediately escalate risks of delayed delivery.
Finance & Budget Coordination
- Coordinate with Finance to prepare short-, medium- and long-term procurement cash-flow requirements for each vessel/project.
- Provide advance information regarding deposits, milestone payments, final payments, freight, customs duties and other material-related expenses.
- Maintain a forward-looking payment schedule for critical suppliers and purchase orders.
- Identify payment delays that may affect manufacturing, dispatch or delivery and escalate them promptly.
- Monitor committed and forecast material expenditure against approved project budgets.
- Identify material cost variances and coordinate corrective action with Procurement, Finance and Project Management.
- Ensure production is not disrupted due to avoidable delays in budget approvals, purchase-order release or supplier payments.
Material Expediting & Delivery Control
- Maintain a live critical material register covering requisition, LPO, supplier progress, payment, inspection and expected delivery status.
- Track critical materials and equipment from requisition through purchasing, manufacturing, inspection, shipping, receipt, storage and issue to production.
- Coordinate with Procurement and suppliers for regular progress updates.
- Monitor imported equipment, shipping documentation and customs clearance where applicable.
- Ensure delivered materials are properly received, inspected, recorded and made available to Production at the required location.
- Coordinate urgent recovery actions for materials that are delayed, damaged, rejected, incorrectly supplied or unavailable.
Cross-Functional Coordination
- Conduct weekly Production, Procurement, Finance and Material Readiness meetings.
- Maintain an action register with responsible persons, target dates and unresolved risks.
- Ensure effective communication between Production, Procurement, Finance, Stores, Engineering, QA/QC and Project Management.
- Resolve conflicting departmental priorities based on vessel delivery requirements and the approved production programme.
- Ensure all departments work with accurate and updated information.
- Escalate unresolved issues and major schedule, cost or operational risks to senior management.
Inventory & Stores Coordination
- Coordinate with Stores and Procurement to maintain sufficient stock while avoiding unnecessary excess inventory.
- Establish and monitor minimum and maximum stock levels for commonly used shipbuilding materials and consumables.
- Monitor vessel-wise material reservations and issues.
- Identify shortages, excess, obsolete and project-specific materials that remain unused.
- Reconcile planned material consumption against actual usage and investigate significant variances.
- Support proper material identification, preservation, storage and traceability.
Management Reporting
- Prepare weekly material-readiness and production-support reports for management.
- Report critical shortages, overdue purchase orders, delayed payments, unapproved requisitions, design constraints and supplier risks.
- Maintain dashboards covering procurement progress, material availability, committed expenditure and production readiness.
- Assess the impact of material and payment delays on vessel milestones and delivery dates.
- Provide reliable information for project reviews, management meetings and client progress reporting.
Qualifications & Experience
- Degree or Diploma in Marine Engineering, Naval Architecture, Mechanical Engineering, Industrial Engineering, Production Management, Supply Chain Management or a related discipline.
- Minimum 8 years of experience in shipbuilding, ship repair, marine construction or comparable heavy engineering.
- Minimum 3 years of experience in a senior planning, production control, materials, project controls or operations coordination role.
- Proven experience in coordinating production schedules, procurement activities, project budgets and material deliveries.
- Strong understanding of shipbuilding sequences, BOMs, technical specifications and construction drawings.
- Experience in material requirements planning, procurement tracking and inventory control.
- Strong working knowledge of ERP/MRP systems, MS Excel and project scheduling software.
- Ability to understand cost reports, cash-flow forecasts, purchase orders and supplier payment schedules.
- Strong leadership, negotiation, analytical and problem-solving skills.
- Excellent written and verbal communication skills.
