Civil | Infrastructure | Pipeline Projects
We are looking for an experienced Procurement Officer to manage and coordinate centralized procurement activities from the Head Office for multiple Civil, Infrastructure, and Pipeline projects.
The candidate will be responsible for ensuring timely procurement of materials, equipment, and services at competitive prices, while coordinating closely with Project, Planning, Commercial, Accounts, Stores, Vendors, and Site teams to meet project requirements and schedules.
Key Responsibilities
- Manage centralized procurement activities from Head Office for multiple ongoing Civil, Infrastructure, and Pipeline projects.
- Coordinate with project sites to collect, consolidate, and prioritize material and service requirements based on project schedules.
- Review material indents, BOQs, specifications, quantities, and required delivery dates before initiating procurement.
- Source and identify reliable suppliers, manufacturers, subcontractors, and service providers.
- Float RFQs, obtain competitive quotations, prepare comparative statements, negotiate prices and commercial terms, and recommend suitable vendors.
- Negotiate price, payment terms, delivery schedules, transportation, warranties, and other commercial conditions.
- Prepare and coordinate Purchase Orders / Work Orders and ensure proper approvals before release.
- Follow up with vendors from PO placement through manufacturing, dispatch, transportation, and delivery to site.
- Monitor procurement status against project schedules and ensure materials are delivered on time to avoid project delays.
- Coordinate with Project Managers, Planning, Site Engineers, Stores, Commercial, and Accounts teams for smooth procurement execution.
- Maintain a centralized Procurement MIS / Tracker covering RFQs, quotations, approvals, POs, pending orders, dispatches, deliveries, and outstanding issues.
- Monitor material prices, market trends, lead times, and supplier performance to support cost-effective procurement.
- Develop and maintain a strong vendor/supplier database and evaluate vendors based on price, quality, delivery, and service performance.
- Coordinate with Accounts for vendor payments, invoice verification, advances, and payment-related issues.
- Coordinate with Stores and project sites for material receipt, quantity verification, delivery documentation, and discrepancies.
- Ensure procurement is aligned with approved BOQs, budgets, project specifications, and contractual requirements.
- Identify opportunities for cost savings, bulk procurement, alternate sources, and improved commercial terms.
- Follow up on delayed supplies and proactively escalate critical procurement issues and risks to Management.
- Maintain proper documentation of RFQs, quotations, comparative statements, approvals, POs, invoices, delivery challans, and vendor correspondence.
- Support Management and Project Teams in resolving procurement-related issues and ensuring uninterrupted project execution.
Education & Experience
- BE / B.Tech / MBA preferred.
- Minimum 3–5 years of relevant experience in Procurement / Purchase / Supply Chain Coordination.
- Experience in Civil, Infrastructure, Pipeline, EPC, Oil & Gas, Water, or Industrial Projects is preferred.
- Candidates with experience in centralized procurement from Head Office for multiple project sites will be highly preferred.
Preferred Skills
- Strong knowledge of construction and project-related materials, equipment, and services.
- Good understanding of BOQ, specifications, project requirements, procurement processes, and commercial terms.
- Strong vendor negotiation and relationship management skills.
- Good working knowledge of MS Excel, ERP/procurement software, and MIS reporting.
- Strong coordination and follow-up skills with the ability to manage multiple projects and procurement requirements simultaneously.
- Good analytical, communication, negotiation, and decision-making skills.
- Ability to work under pressure and meet project-critical procurement deadlines.
Role Objective
The Procurement Officer will function as a centralized procurement and coordination point at Head Office, ensuring that the right materials, equipment, and services are procured at the right quality, right price, and right time to support uninterrupted execution of Civil, Infrastructure, and Pipeline projects.
