Job Summary
We are looking for a technically strong Quantity Surveyor who can independently handle a project commercially from drawings and estimation through execution, RA billing and final reconciliation. The role covers new-project BOQ preparation, rate analysis, contractor/NMR measurement verification, billing, outturn analysis and management/accounts reporting across multiple construction sites.
A. New Projects – BOQ, Estimation & Rate Analysis
· Study architectural, structural, MEP and detailed drawings and specifications for new projects.
· Coordinate directly with the Architect/Design team to understand architectural intent, construction details, material specifications and structural requirements before quantity take-off.
· Identify drawing discrepancies, missing information and scope gaps and obtain clarification before finalizing quantities.
· Prepare detailed item-wise quantity take-offs and comprehensive BOQs for civil, structural, architectural finishes and relevant services packages.
· Prepare detailed rate analysis considering material, labour, plant/equipment, transport, wastage, productivity and project-specific inputs.
· Prepare project cost estimates, budgets and package-wise cost breakups for management review.
· Update BOQs and cost implications whenever drawings, specifications or scope change.
· Prepare tender BOQs, compare and normalize contractor quotations, and support commercial evaluation/work-order finalization.
· Prepare rate analysis for extra/non-BOQ items and support commercial negotiation.
B. Site Measurements, RA Bills & NMR Verification
· Visit each project site as required and independently verify actual executed quantities rather than relying only on contractor/site submissions.
· Check contractor measurements and measurement sheets against drawings, site execution and approved scope.
· Verify RA bills against actual quantities, BOQ/work-order rates, previous certified quantities and approved variations.
· Check NMR labour records, measurements, attendance/inputs where applicable, quantities achieved and corresponding labour bills.
· Maintain auditable measurement records with clear location, activity, date and supporting calculations.
· Identify excess, duplicate or unsupported billing, incorrect rates, quantity overruns and unapproved extra items before certification.
· Check recoveries, retention, advances, material recovery and other contractual deductions before recommending payment.
· Carry out final measurements and contractor account reconciliation at completion.
C. Cost Control, Outturn & Management Reporting
· Track BOQ quantity vs executed quantity vs billed quantity vs balance quantity for each project/package.
· Monitor contractor-wise and activity-wise outturn/productivity and highlight abnormal labour or cost performance.
· Prepare site-wise cost and billing reports including committed cost, certified cost, pending bills, variations and forecast balance.
· Identify likely quantity/cost overruns early and provide projected final cost/cost-to-complete information.
· Coordinate with Project Managers and Senior Engineers for technical/measurement certification and clarification.
· Update Management on bill status, discrepancies, commercial risks and items requiring approval.
D. Accounts & Payment Coordination
· Provide Accounts with verified/certified payable amounts and complete supporting measurement/billing documentation.
· Coordinate with Accounts for contractor and labour payment processing after technical/commercial verification and management approval.
· Maintain contractor/labour bill registers showing submitted, measured, checked, certified, approved and paid status.
· Reconcile previous payments, advances, retention and recoveries before each payment recommendation.
Candidate Requirements
· B.E./B.Tech/Diploma in Civil Engineering; specialized QS/estimation qualification is an advantage.
· Preferred: 5+ years of hands-on quantity surveying, estimation and contractor billing experience in building construction.
· Must independently convert architectural/structural drawings into detailed BOQs and rate analyses.
· Strong knowledge of quantity take-off, measurement practices, RA billing, NMR/labour billing, variations and reconciliation.
· Advanced working ability in MS Excel; AutoCAD quantity reading and QS/ERP software exposure are advantageous.
· Strong numerical accuracy, commercial awareness, documentation discipline and willingness to physically verify site measurements.
· Experience across villas, apartments, commercial, institutional or hospital buildings preferred.
Critical Expectation
This is not merely an office billing role. The QS Engineer must independently take a project from architectural/structural drawings to a detailed BOQ and rate analysis, and then control that BOQ through site measurements, RA billing, variations, outturn monitoring and final reconciliation.
