Consultant – Content Development (Teacher Training)
Bhumi aims to build a sustainable, government-integrated school development model for Tamil Nadu government schools with the long-term goal of transitioning programme ownership entirely to the government system. As a Consultant – Content Development (Teacher Training), you will design and develop the TPD (Teacher Professional Development) resource package for teachers and the resource kit for teachers and parents ensuring all content is grounded in Tamil Nadu's government training structures (DIET, BRTE, SCERT, Ennum Ezhuthum), aligned to what government school teachers actually experience, and built for adoption by the government system. This role is critical because Bhumi aims to integrate best practices into the school ecosystem, and this role serves as a foundation to ensure that contextual content is developed and delivered for school leaders and school teachers.
Roles & Responsibilities
1. Map Tamil Nadu’s existing teacher training structures and institutional mechanisms (DIET, BRTE, CRC, SCERT, etc.)
2. Design and develop a 2-year Teacher Professional Development (TPD) framework, leveraging partnerships with like-minded organisations, and a module package aligned with government priorities and school development goals.
3. Design and test the School Development Plan (SDP) template, ensuring content is usable and familiar to government teachers, HMs, and officials.
4. Support co-design and review workshops with government stakeholders, resource persons, and teachers
5. Develop milestone tracking and M&E structures to assess implementation quality and school-level progress.
Preferred Education & Experience
- Graduate or postgraduate degree in Education, Development Studies, Social Work, or a related field
- 2–4 years of experience in content/curriculum development, preferably for government school teachers or in the context of state government training programmes (DIET, SCERT, SSA, NAS, NSNOP, or state FLN missions)
- Demonstrated experience in designing training content that has been adopted or piloted by government bodies or in government schools
- Tamil language - spoken and written fluency
- Experience working with or alongside government teacher training machinery (BRTE, CRC, DIET) at any level preferred
Knowledge, Skills and Abilities
- Deep knowledge of Tamil Nadu (or comparable state) government teacher training structures, calendars, and responsible agencies
- Ability to read, analyse, and translate government policy documents (AWPB, SSA guidelines, SCERT circulars) into actionable content framework
- Proficiency in designing bilingual (Tamil–English) training materials, facilitation guides, and TLMs for use by government school teachers
- Familiarity with FLN pedagogy and frameworks (preferably Ennum Ezhuthum, NIPUN Bharat, or equivalent state-level FLN missions)
- Strong stakeholder engagement skills to co-design content with government officials, resource persons, and teachers in workshop settings
- Ability to facilitate adult learning spaces effectively
- Ability to drive outcome-oriented plans through a team's collective effort
- Emotional maturity to work with the perspectives and needs of diverse team members

Remuneration: 9-10 LPA (pro-rated for contract duration)
Location: Chennai
Minimum Commitment: 4-6 months
