Head – HR, Compliance & Labor Law
Location : Punjab (HO with frequent site visits)

Role Objective
To ensure zero-penalty, zero-disruption statutory compliance under Punjab and Central labor laws, with full ownership of labor-law risk, inspections, audits, penalties, and legal escalation across all solar/EPC operations.
Key Result Areas (KRAs) & KPIsKRA 1: Statutory Compliance Management
Responsibilities
- Ensure 100% compliance with all applicable labor laws (Punjab & Central)
- Maintain licenses, registrations, statutory registers, and returns
- Monitor compliance across HO, project sites, contractors, and vendors
KPIs
- Zero statutory non-compliance observations
- 100% on-time filing of statutory returns
- No expired licenses or registrations
- Monthly compliance status report submitted to management
KRA 2: Penalty & Financial Risk Control
Responsibilities
- Prevent penalties, interest, damages, and prosecution under labor laws
- Track exposure related to PF, ESI, wages, bonus, gratuity, and contract labor
- Implement preventive controls and CAPA for any deviation
KPIs
- Zero penalties / damages / interest payments attributable to HR non-compliance
- 100% statutory remittances made within due dates
- Compliance risk register maintained and reviewed monthly
KRA 3: Inspections, Audits & Government Interface
Responsibilities
- Lead all labor inspections and statutory audits
- Ensure documentation readiness for PSU, SECI, client, and third-party audits
- Close inspection observations within defined timelines
KPIs
- No adverse inspection remarks escalated to litigation stage
- 100% audit observations closed within agreed timelines
- Zero project stoppage or notice due to labor non-compliance
KRA 4: Contract Labor & Principal Employer Liability
Responsibilities
- Ensure full compliance under Contract Labour (R&A) Act
- Audit contractor payroll, attendance, PF/ESI, and wage payments
- Eliminate principal employer risk
KPIs
- 100% contractor compliance coverage
- Zero PF/ESI or wage liability transferred to company
- Contractor audit reports completed quarterly
KRA 5: Legal Escalation & Litigation Management
Responsibilities
- Draft and respond to show-cause notices, inspection reports, and legal notices
- Coordinate with legal counsel for conciliation, labor court, and tribunal matters
- Escalate high-risk matters with impact analysis
KPIs
- Timely response to 100% legal notices
- Reduction in active labor litigation cases
- No ex-parte orders due to HR or compliance lapses
KRA 6: Payroll & Statutory Governance
Responsibilities
- Oversee payroll accuracy and statutory deductions
- Validate wage structures as per Punjab Minimum Wages
- Ensure zero deviation in PF, ESI, bonus, and gratuity compliance
KPIs
- Zero payroll-related statutory errors
- Zero delayed PF/ESI remittances
- Payroll audit score ≥ 99% accuracy
KRA 7: Documentation, Policy & Audit Ownership
Responsibilities
- Draft, update, and enforce legally compliant HR policies
- Maintain audit-ready documentation at all times
- Conduct internal compliance audits
KPIs
- Internal audit compliance score ≥ 95%
- No policy-related legal exposure
- Updated HR policy framework reviewed annually
Personal Accountability Clauses
- The role holder shall be personally accountable for penalties, interest, damages, and compliance failures arising due to process lapses, delayed filings, or non-adherence to statutory requirements
- Any financial loss, audit qualification, project delay, or reputational damage caused by HR compliance failure will be formally recorded in performance evaluation
- Repeated or material non-compliance may result in disciplinary action and financial accountability as per company policy
- The role carries single-point ownership for labor-law audit outcomes and statutory risk exposure
Qualifications & Experience
- Graduate in HR / Law / IR / Business Administration
- Master’s in HR / IR / Labour Laws preferred
- 12–15+ years in compliance-driven HR roles
- Strong experience in Punjab labor laws, inspections, penalties, and litigation
- Exposure to Solar / EPC / Power / Infrastructure projects preferred
