Monitoring and Evaluation
- Develop, operationalize, and periodically update the programme Monitoring, Evaluation and Learning (MEL) Framework, including Results Framework, Theory of Change, indicators, baselines, targets, and reporting protocols.
- Design and implement systems for monitoring implementation progress across all programme components, including transport, industry, road dust, waste management, agriculture, clean cooking, and air quality monitoring.
- Develop standard operating procedures (SOPs), reporting templates, dashboards, and data collection tools for consistent programme monitoring.
- Monitor achievement of programme outputs, outcomes, and clean air targets at state and city levels.
- Coordinate periodic programme reviews, performance assessments, and independent evaluations.
- Support verification and validation of reported results through field visits, data quality assessments, and third-party evaluations where required.
Data Management and Analysis
- Establish systems for collection, validation, management, and analysis of programme data from multiple implementing agencies.
- Develop digital monitoring dashboards for tracking physical and financial progress, key performance indicators, and implementation milestones.
- Analyse programme data to identify implementation gaps, emerging trends, risks, and opportunities for corrective action.
- Support development of evidence-based recommendations for improving programme implementation.
Learning and Adaptive Management
- Promote a culture of evidence-based decision-making and continuous learning across the programme.
- Document best practices, innovations, lessons learned, and successful interventions from programme implementation.
- Facilitate periodic learning workshops, review meetings, and knowledge-sharing events with stakeholders.
- Support adaptive programme management by translating monitoring findings into actionable recommendations.
Reporting and Knowledge Management
- Prepare quarterly, annual, and thematic monitoring reports for the Government of Uttar Pradesh, World Bank, and other stakeholders.
- Develop policy briefs, knowledge products, case studies, success stories, and technical documentation based on programme outcomes.
- Maintain programme documentation and ensure systematic archiving of monitoring data and evidence.
- Support preparation of programme completion reports and impact assessments.
Capacity Building
- Build capacities of PMU staff, implementing agencies, Urban Local Bodies, and line departments on monitoring, reporting, data management, and evaluation methodologies.
- Develop guidance documents, manuals, and training materials related to MEL.
- Provide technical support to departments for strengthening sector-specific monitoring systems.
- Master-s degree in Environmental Management- Economics- Statistics- Public Policy- Development Studies- Data Science- Monitoring & Evaluation- Engineering- or a related discipline.
Professional certification in Monitoring & Evaluation or Project Management will be an advantage
- Strong understanding of monitoring- evaluation- and learning methodologies- including quantitative and qualitative approaches.
- Experience with Results-Based Management (RBM)- Logical Framework Approach (LFA)- Theory of Change- outcome mapping- outcome harvesting- and impact evaluation methodologies.
- Excellent analytical skills with proficiency in Microsoft Excel and experience using data visualization and dashboard tools (e.g.- Power BI- Tableau- GIS platforms) will be an advantage.
- Experience in statistical analysis and interpretation of large datasets.
- Strong report writing- presentation- and communication skills.
- Familiarity with environmental and air quality indicators- Sustainable Development Goals (SDGs)- and climate-related monitoring frameworks is desirable.
- Strategic thinking and analytical problem-solving.
- Strong coordination and stakeholder management skills.
- Ability to synthesize complex technical information into practical recommendations.
- Excellent communication and facilitation skills.
- Experience working with multidisciplinary teams and multiple government departments.
