Key Responsibilities
A. Government & Regulatory Liaisoning
- Act as the primary interface between Auramah Valley and all regulatory authorities.
- Build and maintain strong working relationships with HP-specific bodies, including:
◦ HP Town & Country Planning (TCP) Department
◦ Himachal Pradesh Housing & Urban Development Authority (HIMUDA)
◦ HP Revenue & Land Records Department
◦ HP Pollution Control Board (HPPCB)
◦ HP State Electricity Board (HPSEB) & Irrigation / Water Authorities
◦ HP Tourism Development Corporation (HPTDC) and Tourism Department
◦ Forest Department / National Green Tribunal (NGT) as applicable
◦ Municipal Council / Gram Panchayat, Shimla region
◦ Fire & Emergency Services
- Represent the organisation in meetings, hearings, and inspections.
B. Approvals, NOCs & Permissions
- Obtain and manage all statutory approvals, NOCs, and licenses, including:
◦ Land acquisition, land-use change, and demarcation
◦ Layout and building plan approvals (TCP / HIMUDA)
◦ Environmental clearances (HPPCB, EIA as applicable)
◦ Forest and tree-cutting NOCs
◦ Fire safety NOC and occupancy certificates
◦ Tourism / hospitality operating licenses and excise permissions
◦ Utility connections – electricity, water, sewage
- Track all approval timelines proactively; ensure zero lapses or delays.
- Manage renewals and amendments of all existing permissions.
C. HP RERA Compliance
- Ensure full compliance with the Real Estate (Regulation & Development) Act, 2016, as enforced by HP RERA.
- Coordinate project registration with HP RERA prior to any marketing or sales activity.
- Ensure accurate and timely submission of:
◦ Project details, layout plans, and structural drawings
◦ Financial disclosures and quarterly progress reports on the HP RERA portal
◦ Construction milestone updates
- Ensure compliance with RERA norms on advertising, buyer agreements, and disclosure requirements.
- Liaise with the legal and sales teams to ensure all documentation is RERA-aligned.
- Handle queries, notices, and audits from the HP RERA Authority; manage responses within prescribed timelines.
D. Legal & Statutory Compliance
- Ensure adherence to all applicable local, state, and central laws relevant to real estate development and hospitality operations in HP.
- Stay updated on regulatory changes — HP Building Bye-Laws, TCP Acts, Forest Acts, RERA amendments — and brief internal teams.
- Work closely with the legal team to identify and mitigate compliance risks before they escalate.
E. Documentation & Record Management
- Maintain a structured, audit-ready repository of:
◦ All RERA filings, portal submissions, and correspondence
◦ Government approvals, NOCs, and licenses (with validity tracking)
◦ Legal and statutory documents, agreements, and orders
- Implement a tracker for all approval deadlines, renewal dates, and compliance milestones.
- Ensure all records are readily accessible for internal audits, due diligence, or regulatory inspections.
F. Internal Stakeholder Coordination
◦ Legal team – for compliance and documentation alignment
◦ Projects / Construction – for approval-linked construction milestones
◦ Sales & CRM – for RERA-compliant marketing and buyer communication
◦ Finance – for fee payments, bank guarantees, and financial disclosures
◦ Admin & HR – for site-related administrative approvals
- Coordinate all government and RERA official visits, inspections, and hearings.
G. Issue Resolution & Escalation Management
- Proactively identify and resolve regulatory hurdles, compliance gaps, or approval delays.
- Manage escalations related to RERA notices, penalties, or government directions.
- Maintain a risk register for open compliance issues with resolution timelines.
3. Key Skills & Competencies
- In-depth knowledge of HP RERA, TCP regulations, and HP real estate laws
- Established network with HP government departments and regulatory authorities
- Strong documentation, filing, and compliance management discipline
- Effective negotiation and stakeholder management skills
- Ability to work under time pressure and manage multiple approvals simultaneously
- High professional integrity and strict confidentiality
Qualifications & Experience
- Bachelor's degree in law, Public Administration, Business Administration, or a related field
- 5–10 years of liaisoning and regulatory compliance experience, preferably in Himachal Pradesh
- Mandatory: Prior experience in RERA compliance (HP RERA exposure strongly preferred)
- Established relationships with HP TCP, HIMUDA, Revenue Department, and HPPCB preferred
Familiarity with hill-station / forest-zone project approvals is a distinct advantage
Pay: ₹30,000.00 - ₹40,000.00 per month
