We help clients identify opportunities, develop capture strategies, and create high-quality, compliant, and competitive proposals for U.S. Federal, State, and Local government contracts.
We are looking for a Proposal Writer Specialist who can take ownership of proposal content and contribute to the development of compelling, compliant, and well-structured proposals.
Role Overview
The Proposal Writer Specialist will be responsible for researching solicitations, developing proposal content, coordinating inputs from internal and client teams, and ensuring proposals are accurate, compliant, and submitted within established deadlines.
The ideal candidate should have experience with the proposal development process and be comfortable working with U.S. government RFPs, RFIs, Sources Sought notices, and SLED opportunities. The candidate should also be comfortable using AI tools effectively to support research, content development, analysis, editing, and overall proposal efficiency.
Key Responsibilities
- Review and analyze U.S. Federal, State, and Local government RFPs, RFIs, Sources Sought, RFQs, and other solicitation documents.
- Develop proposal responses that are clear, persuasive, compliant, and aligned with solicitation requirements.
- Analyze solicitation requirements, evaluation criteria, Statements of Work/Performance Work Statements, instructions, and compliance requirements.
- Create and maintain compliance matrices, proposal outlines, response trackers, and proposal schedules.
- Conduct research to understand the client's capabilities, past performance, technical approach, and differentiators.
- Develop sections including, but not limited to:
- Executive Summaries
- Technical/Management Approaches
- Staffing and Management Plans
- Quality Assurance Plans
- Transition Plans
- Past Performance
- Corporate Experience
- Key Personnel
- Other solicitation-specific technical and management sections
- Work closely with Capture Managers, Proposal Managers, Subject Matter Experts (SMEs), and clients to gather the information required for proposal development.
- Identify gaps in available information and proactively follow up with stakeholders to obtain required inputs.
- Ensure proposal responses directly address evaluation criteria and solicitation requirements.
- Edit and proofread proposal content for grammar, consistency, clarity, formatting, and overall quality.
- Ensure all proposal content follows applicable RFP instructions, page limits, formatting requirements, and submission guidelines.
- Assist with proposal color reviews and incorporate feedback from reviewers.
- Support the development of RFIs, Sources Sought responses, capability statements, and other business development documents.
- Maintain proposal templates, reusable content, past performance libraries, resumes, and other proposal assets.
- Use AI tools and platforms effectively to support proposal research, solicitation analysis, content development, summarization, editing, brainstorming, and workflow efficiency.
- Apply appropriate judgment when using AI-generated content and verify all AI-assisted content for accuracy, relevance, compliance, and originality before incorporating it into proposals.
- Develop and refine effective AI prompts to improve the quality and efficiency of proposal-related work.
- Coordinate multiple proposals and assignments simultaneously while meeting strict deadlines.
- Track proposal activities and communicate status, risks, and outstanding requirements to the Proposal/Capture team.
- Maintain confidentiality of client information and proposal materials.
Required Qualifications
- 1–2 years of experience in proposal writing, proposal management, business development, technical writing, or a related role.
- Experience working on U.S. government contracting proposals is strongly preferred.
- Understanding of U.S. Federal contracting terminology and proposal requirements.
- Strong business writing, technical writing, and editing skills.
- Excellent research and analytical abilities.
- Ability to understand complex solicitation requirements and translate them into clear and compelling proposal responses.
- Strong attention to detail and ability to identify compliance issues and inconsistencies.
- Strong working knowledge of AI tools such as ChatGPT, Claude, Gemini, or similar AI platforms, with the ability to use them effectively for research, analysis, drafting, editing, and productivity.
- Ability to critically evaluate and fact-check AI-generated content rather than relying on AI outputs without verification.
- Ability to manage multiple assignments and work effectively under tight deadlines.
- Strong communication and collaboration skills.
- Proficiency with Microsoft Word, Excel, PowerPoint, and Outlook.
Preferred Qualifications
- Experience with U.S. Federal, SLED, or government contracting proposals.
- Experience responding to RFPs, RFIs, RFQs, Sources Sought, and government solicitations.
- Familiarity with SAM.gov, eBuy, state procurement portals, and other government contracting platforms.
- Experience developing compliance matrices and proposal outlines.
- Familiarity with FAR/DFARS and government contracting terminology.
- Experience working with proposal management or collaboration platforms such as SharePoint, Monday.com, or similar tools.
- Knowledge of APMP proposal best practices or proposal color review processes.
- Experience using AI tools for proposal development, research, content improvement, and workflow automation.
