The University is seeking an experienced and dynamic Registrar to lead its academic administration and statutory functions while ensuring compliance with regulatory frameworks and institutional governance.
Position Overview
The Registrar is the Chief Administrative Officer of the University and plays a pivotal role in managing academic administration, statutory compliance, governance, student records, examinations, and institutional operations. The role requires a seasoned professional with extensive experience in higher education administration, excellent leadership skills, and thorough knowledge of UGC regulations and university governance.
Key Responsibilities
Academic Administration
- Lead and oversee all academic administrative functions of the University.
- Manage admissions, student registration, academic records, and degree certification.
- Coordinate academic calendars, Board of Studies, Academic Council, Executive Council, and other statutory committees.
- Ensure smooth conduct of Convocation and other academic events.
Statutory & Regulatory Compliance
- Ensure compliance with UGC, AICTE, AIU, NAAC, NIRF, State Government, and other statutory/regulatory bodies.
- Maintain all statutory records, notifications, ordinances, regulations, and university policies.
- Coordinate statutory inspections, audits, and accreditation processes.
- Draft and implement university statutes, ordinances, regulations, and administrative policies.
Governance & Administration
- Act as Secretary to the University's statutory bodies.
- Prepare agendas, minutes, and resolutions for meetings of the Board of Governors, Executive Council, Academic Council, Finance Committee, and other committees.
- Facilitate implementation of decisions taken by statutory authorities.
- Ensure proper documentation and record management across the University.
Examination & Student Administration
- Supervise examination-related administrative processes in coordination with the Controller of Examinations.
- Ensure integrity of student records, transcripts, migration certificates, and degree issuance.
- Monitor academic policies relating to student progression and graduation.
Leadership & Coordination
- Lead the Registrar's Office and administrative teams.
- Collaborate with Deans, Directors, Heads of Departments, Finance, HR, Admissions, and other functional teams.
- Drive administrative process improvements and digitization initiatives.
- Develop and implement best practices in university administration.
Policy Development
- Formulate and review administrative policies and procedures.
- Recommend governance improvements aligned with national and international best practices.
- Ensure institutional compliance with evolving higher education regulations.
Desired Candidate Profile
Qualification
- Master's Degree with at least 55% marks from a recognized university.
- Ph.D. is highly preferred.
- Strong academic credentials with an understanding of higher education governance.
Experience
- 15–20 years of experience in higher education administration.
- Minimum 8–10 years in a senior administrative leadership role such as Deputy Registrar, Joint Registrar, Registrar, or equivalent.
- Experience working with private, deemed, or state universities.
- Proven experience in handling statutory compliance, university governance, and regulatory matters.
Required Skills
- Thorough knowledge of UGC regulations, State University Acts, and higher education policies.
- Strong understanding of NAAC, NIRF, AICTE, AIU, and accreditation frameworks.
- Expertise in university governance and statutory administration.
- Excellent drafting and documentation skills.
- Strong leadership and stakeholder management abilities.
- High level of integrity, confidentiality, and professionalism.
- Excellent communication and interpersonal skills.
- Ability to manage multiple stakeholders and complex administrative operations.
- Experience with ERP and university management systems is desirable.
