Role overview
We are looking for a seasoned, highly impactful Government Liaison Officer to manage our multi-state regulatory footprint, protect our operations, and build deep institutional relationships on the ground. This is a senior, high-stakes operational role.
As our National Liaison Officer, you will be the ultimate custodian of Cityflo’s on-ground regulatory strategy across all operating cities. You are a rare professional who combines senior stakeholder gravitas with ground-level execution — equally credible in a high-level administrative hearing as when negotiating with local transport unions, bus operators, and drivers. Your mission: minimise operational disruption across India through proactive relationship building and effective crisis resolution.
You will not sit behind a desk—you will be on the move, interfacing with senior IAS officers, RTO Commissioners, and PSU executives, while simultaneously spending time on the tarmac commanding the respect of local transport unions, bus operators, and drivers. Your mission is to ensure unhindered operational continuity, advise leadership on evolving policies, and unlock public-private growth frameworks.
Key Responsibilities • Policy Interpretation & Strategic Advisory: Constantly monitor, analyze, and interpret changing central and state government transport policies, motor vehicle aggregator guidelines, and urban transit regulations. Provide proactive, data-driven advice to Cityflo’s executive leadership team to shape business strategy and mitigate risks
High-Level & Grassroots Liaisoning: Act as the primary face of Cityflo across the entire administrative spectrum. Build deep, trusted networks within bureaucratic and government setups, including State Transport Ministries, RTO Commissioners, City Traffic Police, and Municipal Corporations across all operating cities.
• Corporate, PSU & Union Stakeholder Management: Masterfully navigate complex stakeholder ecosystems. Manage relationships with corporate partners, Public Sector Undertakings (PSUs), and powerful grassroots transport/auto/taxi union leaders to ensure systemic alignment and prevent operational friction while maintaining high ethical standards. • Tendering, PPP & GCC Frameworks: Own the regulatory and liaisoning aspects of public-private partnerships (PPP). Drive the strategic positioning and compliance tracking for Gross Cost Contract (GCC) bidding and state transport undertakings (STUs) tendering processes.
- EV Infrastructure & Policy Compliance: Oversee the regulatory compliance of our transition toward green mobility. Leverage a strong technical familiarity with Electric Vehicle (EV) infrastructure, charging standards, and government incentive schemes (such as FAME and state-specific EV policies) to optimize our fleet operations.
• Legal & Bureaucratic Drafting: Draft high-stakes, legally robust representations, formal appeals, compliance briefs, and documentation required for regulatory clearances, licensing, and government tenders. • On-Ground Crisis Command, Negotiation & Mediation: Serve as the ultimate authority and mediator for live field crises (e.g., localized union strikes, sudden RTO crackdowns, or operator disputes). Deploy immediately to the ground, leveraging expert mediation skills to de-escalate high-tension situations and secure immediate operational clearance.
What We Are Looking For • Experience: 8+ years of substantial experience in Government Liaisoning, Corporate Affairs, Public Policy, or Strategic Risk Management. Proven track record of handling complex bureaucratic and government setups in India is mandatory. Experience in mobility aggregators, logistics networks, infrastructure, or aviation is highly preferred.
- Strategic Networking Skills: A natural relationship builder with a proven capability to establish immediate rapport and long-term institutional trust with senior bureaucrats, enforcement officers, and union heads alike.
Negotiation & Mediation Mastery: An exceptional negotiator who stays completely composed under intense public, political, or operational pressure. You know how to bridge the gap between strict corporate policy and ground-level administrative realities.
Drafting & Analytical Capabilities: Sharp skills in legal and bureaucratic drafting, ensuring our communications with government bodies are pristine, compelling, and legally defensive.
Technical & Sectoral Familiarity: Sound understanding of EV ecosystems, public transport tendering mechanisms, and multi-state stage carriage laws.
High Mobility & Language Agility: Willingness to travel across Delhi, Mumbai, Kolkata, Hyderabad, Pune, and Chennai at a moment's notice. Fluency in English and Hindi is required; proficiency in regional languages (such as Marathi, Telugu, Tamil, or Bengali) is a major advantage.
