Qualification & Experience - BE- Mechanical with 12+ Years Ex. & Diploma Mechanical with 15+ Years Ex.
Technical Certifications -
1. NDT Level II (VT, PT, MT, UT, RT) - Mandatory
2. CSWIP / AWS Certified Welding Inspector (Preferred)
3. Painting and Coating Inspection Certification (Preferred)
Codes & Standards Knowledge -
Strong working knowledge of applicable international standards and specifications including - ASME, API, ASTM, BS, IS & Other relevant industry codes and standards

Procurement Quality Assurance and Supplier Quality Surveillance Programs
Key Responsibilities
Supplier Quality Surveillance (SQS)
Develop and implement Supplier Quality Surveillance Plans (SQSP).
Prepare and review Inspection & Test Plans (ITP), Quality Control Plans (QCP), and Manufacturing Quality Plans (MQP).
Establish risk-based surveillance strategies for critical equipment and bulk materials.
Define inspection levels, witness points, hold points and review points based on project requirements.
Monitor supplier compliance with contractual, technical and quality requirements.
Perform supplier quality surveillance throughout the procurement cycle from purchase order award to final delivery.
Evaluate supplier manufacturing capabilities, quality systems and production readiness.
Participate in supplier qualification, pre-award audits and supplier capability assessments.
Conduct supplier kick-off meetings and quality alignment meetings.
Monitor supplier performance against quality KPIs and project milestones.
Identify quality risks and develop mitigation plans for critical equipment packages.
Review supplier quality documentation and ensure compliance with project specifications.
Track quality issues, corrective actions and closure status.
Procurement Quality Assurance
Review technical bid evaluations from a quality perspective.
Support procurement teams during supplier selection and technical clarifications.
Review supplier manufacturing procedures, welding procedures and quality control procedures.
Verify compliance of procurement documents with project quality requirements.
Participate in procurement quality planning activities.
Source Inspection & Manufacturing Surveillance
Coordinate source inspection activities with suppliers, TPI agencies, clients and project teams.
Ensure inspections are performed by qualified and competent inspectors.
Review inspection reports and manufacturing records.
Monitor fabrication, welding, heat treatment, machining, coating and assembly activities.
Verify implementation of approved manufacturing procedures.
Review NDT reports and inspection results.
Ensure traceability of materials throughout manufacturing stages.
Monitor production progress and manufacturing quality performance.
Material Quality Management
Review Material Test Certificates (MTCs), Certificates of Compliance and laboratory test reports.
Verify compliance of materials with purchase specifications and applicable codes.
Ensure proper material identification and traceability systems.
Review PMI, hardness testing, mechanical testing and chemical analysis reports.
Non-Conformance & Corrective Action Management
Review, assess and manage Non-Conformance Reports (NCRs).
Evaluate root cause analysis and corrective/preventive actions.
Ensure timely closure of NCRs and quality deviations.
Escalate critical quality concerns to project management.
Factory Acceptance Testing (FAT) & Final Release
Coordinate and witness Factory Acceptance Tests (FATs).
Review FAT procedures and test records.
Ensure closure of punch points before shipment release.
Recommend release of equipment based on satisfactory completion of inspections and testing.
Supplier Performance Management
Conduct supplier performance evaluations and scorecard assessments.
Analyze supplier quality trends and recurring quality issues.
Monitor supplier quality KPIs, rejection rates and NCR statistics.
Support supplier development and continuous improvement initiatives.
Prepare periodic supplier quality surveillance reports for project management and clients.
Documentation & Reporting
Maintain surveillance registers, inspection logs and quality records.
Review and distribute inspection reports and surveillance reports.
Verify inspection man-hours, TPI timesheets and invoices.
Prepare weekly and monthly quality surveillance status reports.
Provide management with quality metrics, surveillance findings and risk assessments.
