Structural Design Engineer (Panel Expert On call Basis under Memorandum of Understanding) Freelancer
Qualification Required
- M.Tech. in Structural Engineering from a recognized university.
- Registration with the relevant professional bodies shall be desirable.
- Additional certifications in structural analysis, seismic design, bridge engineering, or related fields will be an added advantage.
Experience
- Minimum 10 years of post-qualification experience in structural planning, analysis, design, proof checking, and construction support.
- Experience in government, infrastructure, industrial, commercial, institutional, transportation, water, and urban development projects is preferred.
- Experience in preparation of DPRs, detailed engineering, technical reports, and structural audits shall be desirable.
Nature of Engagement
The Structural Design Engineer shall be empanelled with the Company as an Independent Panel Expert under a Memorandum of Understanding (MoU). This engagement shall not constitute employment, partnership, joint venture, or employer-employee relationship.
The engagement shall initially remain valid for a period of three (3) years, which may be extended for such further period as may be mutually agreed in writing by both parties.
Scope of Services
The Panel Structural Design Engineer shall provide professional services on an assignment basis, including but not limited to:
- Structural planning and conceptual design.
- Structural analysis and detailed design.
- Preparation and review of structural drawings and calculations.
- Design of RCC, steel, composite, prestressed, and masonry structures.
- Seismic and wind load analysis in accordance with applicable codes.
- Proof checking and peer review of structural designs.
- Structural stability certification wherever required.
- Preparation of design reports, calculation sheets, and technical notes.
- Value engineering and optimization of structural systems.
- Assistance during tender preparation and bid submissions.
- Technical support during construction and execution.
- Site visits, inspections, and structural review whenever required.
- Review of contractor designs and shop drawings.
- Participation in client meetings, presentations, technical discussions, and design reviews.
- Any other structural engineering services mutually assigned under individual work orders.
Bidding Authorization
The Panel Structural Design Engineer hereby authorizes the Company, during the validity of the MoU, to:
- Include and use the Engineer's curriculum vitae (CV), professional profile, qualifications, project experience, certifications, and credentials in technical proposals, Expressions of Interest (EOIs), Requests for Proposals (RFPs), tenders, and bid submissions.
- Represent the Engineer as a proposed Key Expert, Structural Design Expert, Team Member, or Consultant, wherever required for qualification purposes.
- Submit copies of educational qualifications, registrations, experience certificates, and other professional documents solely for project bidding and qualification purposes.
Such authorization shall not create any financial obligation unless the Engineer is engaged for a specific assignment through a separate work order or written instruction.
Assignment of Work
- Work shall be assigned only through individual Work Orders, Assignment Letters, or mutually agreed written instructions.
- The scope, deliverables, timelines, commercial terms, and payment for each assignment shall be agreed separately.
- The Engineer shall be free to accept or decline assignments based on availability, unless otherwise agreed.
Professional Responsibilities
The Engineer shall:
- Perform services with due professional skill, care, diligence, and in accordance with applicable laws, standards, and engineering practices.
- Maintain confidentiality of all project information.
- Avoid conflicts of interest and immediately disclose any potential conflict.
- Comply with all applicable statutory and professional requirements.
- Deliver services within agreed timelines.
Commercial Terms
- No monthly retainer or salary shall be payable unless specifically agreed in writing.
- Professional fees shall be paid only for assignments actually undertaken under separate work orders or agreements.
- Reimbursement of travel and other approved expenses shall be as mutually agreed for each assignment.
Intellectual Property
All reports, calculations, drawings, designs, and deliverables prepared specifically under an assigned work order shall become the property of the Company or the Client, subject to payment of the agreed professional fees and applicable contractual provisions.
Term and Validity
This empanelment shall remain valid for three (3) years from the date of execution of the MoU and may be extended for such further period as may be mutually agreed in writing by both parties.
Purpose of the MoU
The primary objectives of the Memorandum of Understanding are:
- Provision of Professional Services: To engage the Structural Design Engineer's specialized structural engineering expertise for projects secured by the Company.
- Technical Bid Support: To obtain the Engineer's formal consent to use and submit the Engineer's CV, qualifications, professional credentials, registrations, and project experience as a proposed key expert in technical bids, proposals, EOIs, RFPs, and tenders.
- Project Execution: To facilitate the Engineer's engagement for structural engineering assignments through separate work orders whenever required.
- Long-Term Professional Association: To establish a mutually beneficial professional relationship enabling timely availability of expert structural engineering services for future assignments.
