Job Title : Manager, APAC Payroll Service Excellence
Role Overview:
This leadership role is responsible for driving payroll service delivery excellence across region. The position serves as the regional owner for payroll governance, service quality, process optimization, vendor management, operational risk controls, and payroll transformation initiatives.
On a Typical Day You Will
Payroll Governance & Service Delivery
- Act as the regional payroll governance lead for the region, ensuring consistent execution of payroll processes across countries.
- Establish and maintain payroll operating standards, controls, service expectations, and governance frameworks.
- Monitor payroll service delivery performance across countries and vendors, ensuring adherence to service level agreements and operational targets.
- Sign off the payroll final results and manage the system change request and cost approval.
- Lead issue management, escalation governance, and resolution of complex payroll delivery challenges.
- Drive continuous improvement initiatives to enhance payroll accuracy, efficiency, scalability, and employee experience.
- Partner with global payroll leadership to implement strategic initiatives, standards, and operating models within the region.
Vendor & Outsourcing Management
- Manage relationships with external payroll service providers and outsourcing service partners.
- Establish vendor governance routines, performance reviews, SLA monitoring, and operational scorecards.
- Drive vendor accountability through robust service management processes and continuous improvement expectations.
- Lead service reviews, root-cause analysis, corrective action planning, and escalation management for payroll delivery issues.
- Evaluate opportunities to optimize service delivery models and improve cost, quality, and operational performance.
Payroll Process Excellence & Transformation
- Identify opportunities to simplify, standardize, automate, and optimize payroll processes across the region.
- Partner with Global Payroll, HR Technology, Digital, and IT teams to improve payroll systems, integrations, workflows, and reporting capabilities.
- Support implementation of payroll transformation initiatives, system enhancements, and process redesign programs.
- Drive adoption of best practices, standard operating procedures, knowledge management, and operational documentation.
- Champion data-driven decision making through payroll analytics and operational insights.
Risk Management, Compliance & Controls
- Ensure payroll operations comply with internal controls, governance requirements, and local statutory obligations across the region.
- Lead payroll risk assessments and develop mitigation strategies for key operational and compliance risks.
- Oversee payroll control frameworks, process monitoring, access governance, audit readiness, and issue remediation activities.
- Partner with Internal Audit, Compliance, Finance, Legal, and country stakeholders on payroll-related reviews and corrective actions.
- Maintain regional payroll business continuity plans and strengthen operational resilience capabilities.
Global & Regional Stakeholder Partnership
- Serve as the key regional liaison between global payroll teams, regional leadership, country stakeholders, and payroll vendors.
- Influence alignment of regional payroll practices with global operating models and strategic priorities.
- Facilitate cross-functional collaboration across HR, Finance, Legal, Tax, IT, and Shared Services organizations.
- Provide regular updates on payroll performance, risk exposure, transformation progress, and governance outcomes to senior leadership.
What You Will Need To Be Successful
- 10+ years of experience in payroll operations, payroll governance, shared services, or payroll service delivery leadership.
- Experinec in APAC Payroll (ANZ, Australia, Malysia, Singapore, Japan, Korea etc)
- Demonstrated experience managing multi-country payroll operations.
- Proven track record managing outsourced payroll delivery models and third-party service providers.
- Experience leading payroll transformation, process improvement, and digitalization initiatives.
- Strong stakeholder management experience within a global and matrixed organization.
Technical Expertise
- Deep understanding of payroll operating models, payroll governance, risk management, and control frameworks.
- Strong knowledge of payroll systems, (ADP-GlobalView, Celergo) HRIS integrations, data governance- (workday, ServiceNow) and process optimization methodologies.
- Experience working with outsourced payroll providers and global payroll operating environments.
- Understanding of payroll compliance requirements, audit expectations, and business continuity planning principles.
