Project Background
DSET is expanding its long-term research initiatives on transnational communities, democratic resilience, and diaspora governance across the Indo-Pacific region.
As part of this effort, DSET is launching a specialized research program focusing on Tibetan exile communities and diaspora institutions, with particular attention to community governance, civic participation, identity transformation, and transnational social networks across South Asia, North America, Europe, and the Asia-Pacific.
The project aims to deepen institutional understanding of how exile communities maintain social cohesion, preserve democratic participation, and navigate evolving regional political environments. Research findings will contribute to broader policy discussions on democratic resilience, minority community governance, and cross-border civic engagement relevant to Taiwan’s regional research and public policy community.
We are seeking experienced professionals, researchers, and community practitioners with strong familiarity with Tibetan diaspora institutions and networks to support this long-term research initiative through collaborative policy research and field-based insights.
Key Responsibilities
The selected consultant will contribute to DSET’s long-term research initiative on Tibetan diaspora governance and community development through policy-oriented research, institutional observation, and field-based insights.
Key responsibilities include:
- Provide research-based assessments of Tibetan exile communities, including community structure, population distribution, local governance practices, and patterns of civic participation across different regions;
- Support thematic analysis of diaspora institutions, including community administration, social mobilization, education networks, cultural preservation, and democratic participation mechanisms;
- Contribute contextual understanding of institutional coordination among Tibetan diaspora organizations, community associations, and relevant public stakeholders across South Asia and overseas regions;
- Assist in identifying evolving trends related to identity transformation, intergenerational participation, youth engagement, and transnational social networks within exile communities;
- Prepare periodic analytical notes, structured briefings, and topic-specific reports based on professional expertise, field familiarity, and trusted community observations;
- Participate in confidential research consultations and long-term knowledge collaboration with DSET’s policy research team where appropriate.

Qualifications
We welcome applications from professionals, researchers, and practitioners with strong institutional familiarity and practical experience related to Tibetan diaspora communities and exile institutions.
Preferred candidates include individuals with experience in one or more of the following areas:
- Current or former professional experience within Tibetan exile institutions, including community administration, public affairs, education, parliamentary affairs, social organizations, or policy coordination related to the Central Tibetan Administration (CTA) and associated diaspora institutions;
- Experience working with major Tibetan diaspora organizations, women’s associations, youth organizations, community leadership bodies, parliamentary networks, or civil society platforms across South Asia and overseas regions;
- Professional engagement with governmental departments, local administrations, or public institutions in regions with significant Tibetan exile populations, particularly in India, including Himachal Pradesh and relevant policy or administrative sectors;
- Experience with international NGOs, development organizations, academic institutions, human rights groups, or cross-border community initiatives involving Tibetan diaspora communities;
- Working familiarity with Tibetan exile offices, representative institutions, or community coordination mechanisms in North America, Europe, Australia, Japan, and other Asia-Pacific regions;
- Strong understanding of diaspora governance, democratic participation, minority community development, and transnational social networks.
Candidates should also demonstrate:
- Excellent analytical and writing skills;
- High standards of professionalism, discretion, and research ethics;
- Strong motivation for long-term collaborative research and policy dialogue;
- Ability to produce clear, structured, and evidence-based reporting;
- Fluency in English is preferred; Tibetan, or relevant regional language skills are considered an advantage.
Academic qualifications are valued, but substantial field experience and institutional understanding are considered equally important.
Preferred Qualifications
Candidates with one or more of the following qualifications will be given priority consideration:
- Prior experience working closely with senior personnel within Tibetan exile institutions, community leadership bodies, or policy coordination platforms;
- Demonstrated experience in policy briefing, analytical memo writing, institutional reporting, or strategic advisory work related to diaspora governance or minority community affairs;
- Established professional networks within Tibetan diaspora communities across South Asia, North America, Europe, Australia, Japan, or other Asia-Pacific regions;
- Experience engaging with democratic governance initiatives, civic participation programs, minority community development, or transnational civil society projects;
- Previous collaboration with international think tanks, academic institutions, NGOs, development agencies, or policy research centers;
- Ability to provide long-term continuity, trusted field-based perspectives, and sustained professional engagement with evolving community dynamics.
Work Arrangement
This position is structured as a long-term external consultancy with flexible remote collaboration.
The engagement model includes:
- Fully remote working arrangement, with no relocation required;
- Flexible project-based cooperation depending on thematic expertise and regional familiarity;
- Periodic online consultations, written briefings, and research-based collaboration with the DSET policy team;
- Optional confidential engagement mechanisms for candidates requiring professional discretion or limited public visibility;
