The Challenge:
We are seeking a proactive and strategic Project Procurement Manager to represent Procurement within Project Management Teams as a Sub-project Manager. You will be instrumental in integrating Procurement into the project management process and project teams from an early stage, even during the sales phase. This role demands the organization of all Procurement activities within a project, ensuring optimum deployment of resources, implementation of effective Procurement strategies, and strict observance of obligatory Procurement processes and regulations. Your ultimate goal will be to optimize project results, guaranteeing the availability of goods and services with the right quality, on time, and within budget.

As a Project Procurement Manager, you will drive significant impact through the following responsibilities:
- Early Involvement & Sales Phase Contribution:
- Analyze sales and operations planning for new projects to ensure timely Procurement involvement.
- Participate in project/sales meetings as a core team member, providing insights on the supply market, preferred suppliers, and supplier innovation to optimize selection, workflows, and processes.
- Project Procurement Standards & Control:
- Establish proper sourcing processes, control all Procurement resources and activities, and ensure effective communication within Procurement to achieve optimal project impact (Procurement plan, target-costing) regarding budget, availability, timeline, and quality.
- Apply Procurement regulations in line with Compliance, organizational standards, and PM@Siemens.
- Analysis & Risk Management:
- Analyze scope of supply, contractual obligations, and precisely understand customer’s functional needs.
- Identify particular Procurement risks, opportunities, potential changes, claims, and market forces throughout the project lifecycle, collaborating with Commodity Management to mitigate damage and exploit potential.
- Provide categorization of prevailing risks at PM040.
- Bid Preparation & Increased Hit Rate:
- Support project calculation with reliable, up-to-date cost data based on Total Cost of Ownership (TCO).
- Integrate supplier innovations (e.g., through concept competitions) to improve Siemens' cost position and/or customer benefit.
- Strategy Definition & Implementation:
- Derive Procurement strategies for assigned projects, aligning with Business- and BU-wide Procurement strategies, and ensure their implementation (e.g., pooling or utilization of master contracts).
- Introduce negotiation recommendations with Commodity Management to prepare for negotiations with suppliers (back-to-back where appropriate) and initiate appropriate measures.
- Negotiation Leadership:
- Lead complex contractual and price negotiations and/or support specialist buyers for specific material fields to secure project targets with optimum conditions based on TCO.
- Contract Management:
- Ensure major Procurement risks, changes to the original scope, and potential claims (towards customers and suppliers) are covered in valid contracts.
- Ensure contractual obligations (towards the customer, fulfilled by the supplier) are covered to mitigate Siemens' risk exposure.
- Project Controlling (Monitoring/Reporting):
- Proactively ensure status transparency regarding resource availability and provide early alerts for deviations.
- Clarify internal indicators for project controlling and compile relevant information for qualified reports (e.g., for project team, Procurement management).
- Supplier Management & Preferred Supplier List:
- Apply the preferred supplier list (e.g., FPL), provide supplier information to the project team, and conduct Supplier Management (including Qualification, project-specific evaluations, and development).
- Follow up with suppliers regarding non-conformance costs (NCC).
- Knowledge Management & Documentation:
- Proactively and systematically forward all relevant Procurement-related project information (e.g., updated contractual conditions, Supplier Management data) to keep all project participants and cross-functional partners up to date.
- Share best practices, conduct lessons learned sessions, and sensitize cross-functional partners to Procurement-related practices, processes, and metrics.
What You Bring to the Table:
- Experience: 15+ years of proven experience in Project Procurement, demonstrating the ability to manage Procurement activities within complex projects.

Education: B.E/B.Tech (Electrical, Mechanical, Electronics)

Strategic Thinking: Strong ability to define and implement Procurement strategies, optimizing project results.
- Negotiation Skills: Excellent negotiation and contract management skills with a focus on TCO.
- Risk Management: Proficient in identifying and mitigating Procurement risks throughout the project lifecycle.
- Compliance: Solid understanding and adherence to Procurement processes and regulations (Compliance, organization standards, PM@Siemens).
- Collaboration & Communication: Exceptional interpersonal skills to effectively integrate Procurement into project teams and communicate with diverse stakeholders.
- Analytical Skills: Strong analytical capabilities to assess scope of supply, contractual obligations, and market forces.
