Job Title: Senior Manager / Head – Estimation & Costing (EPC / Infrastructure)

Role Level: Senior Management – Functional Head (Pre-Construction / Tendering)
Role Purpose
To lead the organization’s estimation, costing, and tendering function for large EPC and infrastructure projects, ensuring accurate, competitive, and compliant techno-commercial bids for government and private sector clients in India.
The role combines deep technical quantity surveying skills with strategic bid management, risk assessment, value engineering, and cross-functional leadership throughout the bid life cycle.
Key Responsibilities
1. Estimation & Costing
- Oversee preparation and validation of detailed quantity take-offs and BOQs from tender drawings, GFC drawings, and design documents as per relevant IS codes and departmental SORs (MoRTH, CPWD, state PWD, etc.).
- Conduct zero-based costing and detailed rate analysis for civil, structural, architectural, and MEP works using current market rates, vendor quotations, and historical cost data.
- Develop comprehensive direct and indirect cost estimates including materials, labor, equipment, temporary works, mobilization, site establishment, preliminaries, and head office overheads.
- Build robust manpower and labor cost models, incorporating productivity norms, statutory compliances, and impact of Indian labour regulations (including Code on Wages, social security contributions, and statutory benefits).
- Factor in contingencies, price escalation assumptions, logistics, location factors, taxes and duties (including GST implications on works contracts) to arrive at realistic project cost and tender price.
2. Tendering & Bid Management
- Lead end-to-end tendering for large EPC / infrastructure projects (roads, highways, bridges, metros, industrial, water, buildings, etc.) including government e-tenders and private RFPs.
- Screen and identify suitable bid opportunities from e-tender portals, client notifications, and market intelligence in line with the company’s business strategy.
- Study and interpret tender documents, drawings, specifications, BOQs, conditions of contract, and commercial terms to define scope, feasibility, and bid strategy.
- Coordinate pre-bid queries, RFIs, and attend pre-bid meetings; incorporate corrigenda, addenda, and revised drawings into final estimates and bid submissions.
- Drive preparation, review, and timely submission of complete technical and commercial bid documents, ensuring compliance with client requirements and internal approval processes.
3. Procurement & Supply Chain Coordination
- Float RFQs / RFPs to approved and potential vendors, OEMs, and subcontractors for key materials, services, and specialized works; ensure technical completeness and clarity of enquiries.
- Undertake techno-commercial evaluation of quotations, prepare bid comparison statements, and negotiate pre-bid tie-ups / back-to-back arrangements to optimize costs and mitigate risks.
- Maintain and continuously update a central cost database for material rates, labor outputs, equipment hire/ownership rates, and productivity norms across regions in India to support quick and accurate estimating.
- Work closely with Procurement during post-award negotiations to ensure alignment of awarded rates with tender assumptions and margins.
4. Risk Assessment, Contracts & Value Engineering
- Identify technical, commercial, contractual, and geographical risks in each bid and quantify suitable risk premiums, exclusions, and contingencies in consultation with senior management.
- Review standard form contracts (FIDIC, EPC contracts, NHAI / Metro / State Infra formats, client GCC/SCC) to highlight commercial risks, liability caps, LDs, payment terms, and cash-flow implications.
- Propose value engineering options at the bid stage (alternate materials, construction methodologies, sequencing, modularization, etc.) to reduce life-cycle costs and enhance competitiveness without compromising quality or safety.
- Support preparation of technical deviations, commercial qualifications, and bid clarifications where necessary, balancing risk and winning probability.
5. Leadership, Team Management & Collaboration
- Lead, mentor, and develop a team of estimation engineers, quantity surveyors, and tendering coordinators; allocate bids, review their work, and build functional capability.
- Facilitate structured estimate reviews with Design, Planning, Procurement, Contracts, Finance, and Project Execution teams before bid freeze and submission.
- Ensure smooth handover of awarded projects from Tendering to Execution, including detailed budget, assumptions, exclusions, risk register, and bid basis.
- Promote a culture of data-driven decision-making, benchmarking, and continuous learning within the estimation function.
6. Post-Tender & Business Intelligence
- Conduct post-bid and post-award analysis (L1/L2/L3 comparison, competitor pricing patterns, scope deviations) and document key learnings for future bids.
- Track actual project costs versus tender estimates in coordination with project and finance teams to improve estimating accuracy and validate norms.
- Provide inputs to management on market trends, cost movements, competitor positioning, and sectors/regions offering the best bid-win potential.
Qualifications & Experience
- B.E. / B.Tech in Civil Engineering from a recognized university.
- Post-Graduate qualification in Construction Management / Project Management (NICMAR or equivalent) preferred.
- 10–15+ years of dedicated experience in Estimation, Costing, and Tendering within EPC / Infrastructure / Civil Construction organizations in India, including experience with government and large private sector clients.
- Proven track record of leading medium to large value bids independently and contributing to successful order booking.
Technical & Domain Skills
- Strong working knowledge of:
- Indian standards and codes (relevant IS codes, IRC, MoRTH, CPWD, state PWD SOR/DSR) and typical specifications used in Indian EPC and infrastructure projects.
- Government e-tendering processes (CPP Portal, state e-procurement portals, PSU and authority platforms) and standard tender formats.
- Contractual frameworks such as FIDIC and standard EPC contracts, including understanding of contractual risk allocation and payment mechanisms.
- Proficiency in:
- Estimation and QS tools (e.g., Candy/CCS, CostX, or equivalent).
- ERP systems (SAP, Oracle, Microsoft Dynamics or equivalent) for cost data, budgeting, and approvals.
- Planning tools (MS Project / Primavera) for understanding schedules, resource profiles, and integrating time–cost implications.
- AutoCAD and basic BIM/3D model review for quantity verification and constructability.
- Strong Excel skills for rate analysis, cost models, and sensitivity / scenario analysis.
