Role Objective
The Deputy Medical Superintendent (DMS) will act as the senior-most operational and clinical governance authority of the hospital and will be responsible for ensuring disciplined, system-driven, accountable, and result-oriented functioning of all clinical and non-clinical departments.
The DMS will not function merely as an issue-reporting administrator but as a proactive operational leader responsible for:
- Driving execution and closure
- Enforcing systems and SOPs
- Strengthening discipline and accountability
- Coordinating all hospital departments
- Ensuring smooth patient care delivery
- Implementing process-driven hospital management
- Building a culture of ownership and measurable performance
The DMS will be expected to ensure that operational issues are resolved through structured systems, accountability, and follow-through rather than repeated escalations.
Key Responsibilities
1. Hospital Operations & Execution Control
- Take complete ownership of day-to-day operations across:
- OPD
- IPD
- Emergency
- ICU/NICU
- OT
- Diagnostics
- Pharmacy
- Nursing
- Front Office
- MRD
- Admissions & Billing
- Ensure seamless coordination between all departments.
- Conduct structured daily rounds and operational reviews.
- Ensure smooth patient flow and minimize operational delays.
- Drive issue resolution with defined timelines and accountability.
- Ensure no issue is repeatedly reported without corrective action and closure tracking.
- Ensure uninterrupted hospital functioning and patient care services.
2. Clinical Governance & Medical Operations
- Ensure strict compliance with:
- Clinical protocols
- Consultant instructions
- Infection control practices
- Patient safety standards
- Documentation protocols
- Monitor:
- Consultant discipline
- RMO performance
- Nursing compliance
- Clinical documentation
- Emergency response systems
- Ensure RMOs strictly follow consultant treatment plans and escalation protocols.
- Review critical incidents, complications, medication errors, and negligence cases with corrective and preventive actions (CAPA).
- Conduct regular clinical review meetings with consultants and RMOs.
3. System Implementation & SOP Enforcement
- Implement and enforce SOPs across all departments.
- Build a system-driven work culture where processes are followed irrespective of individuals.
- Ensure implementation of:
- Digital OPD/IPD processes
- Electronic documentation
- Admission & discharge protocols
- TAT monitoring systems
- Escalation matrix
- Patient feedback systems
- Audit systems
- Develop and monitor operational dashboards and compliance trackers.
4. Administration, HR & Support Services Management
The DMS will act as the central operational coordinating authority for all non-clinical and support departments to ensure smooth hospital functioning and uninterrupted patient services.

- Store & Inventory

Administrative & Facility Responsibilities
- Ensure all infrastructure and utility systems remain fully functional, including:
- AC systems
- Electrical systems
- Internet/network
- Water systems
- Medical gas pipeline systems
- Biomedical equipment
- Ensure emergency readiness and uninterrupted operational support.
- Monitor closure of maintenance and infrastructure-related issues within defined timelines.
- Ensure patient areas remain clean, functional, and patient-friendly.
HR & Discipline Management
- Coordinate with HR regarding:
- Attendance monitoring
- Leave management
- Recruitment requirements
- Staff discipline
- Manpower planning
- Staff grievances
- Ensure accountability and discipline across all departments.
- Participate in recruitment and evaluation of clinical and non-clinical staff.
Purchase, Store & Inventory Control
- Monitor:
- Stock availability
- Consumable management
- Inventory leakages
- Purchase delays
- Critical stock alerts
- Ensure all inventory systems are digitized and tracked through HMS/software.
- Conduct regular departmental inventory audits.
- Ensure proper coordination between pharmacy, store, purchase, and clinical teams.
Vendor & Support Service Coordination
- Coordinate and monitor:
- AMC vendors
- Security agencies
- Housekeeping vendors
- Equipment vendors
- IT vendors
- Facility service providers
- Ensure vendor compliance with timelines and service standards.
- Ensure service gaps are resolved promptly.
5. Accountability & Closure Management
- Every operational issue must have:
- Root cause analysis
- Defined owner
- Timeline for closure
- Follow-up mechanism
- Closure verification
- Ensure repeated operational issues are identified, escalated appropriately, and permanently resolved through system improvements.
- The DMS will be expected to proactively propose solutions instead of only escalating problems.
- Escalations to management must include:

6. Team Leadership & Staff Development
- Lead and mentor:
- RMOs
- Nursing teams
- Front office staff

- Develop monthly training calendars for all departments.
- Ensure training effectiveness through audits and compliance monitoring.
- Build a performance-oriented and accountability-driven culture.
7. Patient Experience & Service Excellence
- Ensure excellent patient handling and service standards across all departments.
- Monitor:
- Patient complaints
- Billing delays
- Admission/discharge delays
- Waiting times
- Patient satisfaction scores
- Implement corrective and preventive action plans to improve patient experience.
- Ensure proper communication and coordination with patients and attendants.
8. NABH, QCI & Compliance Management
- Lead NABH/QCI implementation and accreditation activities.
- Ensure:
- Audit preparedness
- Documentation compliance
- CAPA implementation
- Infection control standards
- Policy & SOP compliance
- Conduct regular internal audits and compliance reviews.
- Ensure adherence to all statutory and legal requirements.
9. Coordination with Management & Reporting
- Submit:
- Daily operational reports

- Conduct structured review meetings with:
