Role: Compliance Manager / Head – Compliance
1. Job Purpose
To lead and ensure end-to-end statutory, regulatory, food safety, factory, labour, licensing and business compliance across manufacturing units, offices, warehouses, distribution centres and other business locations.
The role will be responsible for identifying compliance requirements, maintaining statutory records and licences, coordinating inspections and audits, ensuring timely renewals/returns, monitoring compliance gaps and driving corrective actions to minimise legal, financial and operational risks.
2. Key Responsibilities
A. Food Safety & FSSAI Compliance
- Ensure compliance with all applicable FSSAI requirements across manufacturing, retail, warehouses and food-service operations.
- Ensure timely renewal, modification and updating of FSSAI licences.
- Coordinate with Quality, Production, R&D and Operations teams for food safety compliance.
- Monitor food safety documentation, hygiene standards, pest control, sanitation, water testing, product testing and related records.
- Ensure Food Safety Supervisors/FoSTaC requirements are complied with wherever applicable.
- Coordinate FSSAI inspections, audits and regulatory visits and ensure closure of observations.
- Maintain product traceability, complaint records, recall-related documentation and corrective/preventive actions.
- Monitor compliance relating to food labelling, declarations and packaging requirements in coordination with Quality/R&D.
FSSAI specifically identifies FSMS, GMP and GHP as important requirements for licensed food businesses, including manufacturing, processing, packaging, storage and distribution.
B. Factory & Labour Law Compliance
- Ensure compliance with applicable Factories Act / OSH requirements and Karnataka factory regulations.
- Maintain factory licences, registrations, statutory registers and returns.
- Monitor compliance relating to:
- Working hours
- Overtime
- Weekly offs
- Leave
- Wages
- Employment conditions
- Welfare facilities
- Health and safety
- Cafeteria
- First aid
- Accident reporting
- Safety committee requirements
- Coordinate factory inspections and government authority visits.
- Ensure timely closure of observations raised by statutory authorities.
C. Labour & Employment Compliance
- Monitor compliance with applicable labour laws across all locations.
- Ensure compliance relating to PF, ESI, Professional Tax, Labour Welfare Fund, Minimum Wages, Bonus, Gratuity, Payment of Wages and Contract Labour.
- Review statutory payroll compliance in coordination with HR and Finance.
- Verify compliance of manpower contractors and third-party agencies.
- Ensure contractors maintain required wage registers, attendance records, PF/ESI records, licences and statutory documentation.
- Conduct periodic audits of manpower vendors.
D. Shops & Establishments / Retail Compliance
- Ensure compliance for all manufacturing units, retail outlets, offices and other applicable establishments.
- Maintain Shops & Establishments registrations and related statutory documentation.
- Track renewal dates, inspections and statutory returns.
- Ensure statutory notices and mandatory displays are maintained at all locations.
E. Legal Metrology & Product Compliance
- Ensure compliance with applicable Legal Metrology requirements for packaged products.
- Coordinate verification/stamping of weighing instruments wherever applicable.
- Review product packaging declarations in coordination with Quality, R&D and Marketing.
- Ensure correct declarations relating to MRP, net quantity, manufacturer/packer details, consumer care information and other applicable requirements.
- Monitor compliance of packaging and labelling across SKUs.
F. Licences & Registrations Management
Maintain a central Compliance & Licence Master covering all company locations, including:
- FSSAI licences
- Factory licences
- Shops & Establishments registrations
- Trade licences
- Fire NOC / Fire Safety compliance
- Pollution Control Board consents
- Legal Metrology registrations
- Professional Tax
- Labour Welfare Fund
- PF / ESI registrations
- Contract Labour licences
- Weights & Measures
- Local municipal licences
- Any other business-specific statutory registrations
Ensure zero lapse in licence validity through advance renewal planning.
3. Audit & Compliance Monitoring
- Develop an annual compliance audit calendar.
- Conduct periodic compliance audits across manufacturing units, warehouses and offices.
- Prepare location-wise compliance checklists.
- Identify gaps and assign corrective actions with timelines.
- Follow up with respective department heads until closure.
- Maintain evidence/documentation for all closed observations.
- Prepare monthly/quarterly compliance reports for senior management.
4. Regulatory & Government Liaison
- Act as the primary compliance coordinator with statutory and regulatory authorities.
- Coordinate inspections, notices, hearings and regulatory correspondence.
- Maintain proper records of government communications.
- Ensure timely responses to notices and observations.
- Escalate critical legal or regulatory risks to management immediately.
5. Legal & Risk Management
- Coordinate with external legal counsel on compliance-related matters.
- Review compliance implications of new business initiatives, new locations, products and processes.
- Support HR in employee-related legal matters, disciplinary actions and statutory compliance.
- Support management in handling labour disputes, regulatory notices and government proceedings.
- Maintain a Compliance Risk Register and track high-risk areas.
6. POSH & Workplace Compliance
- Ensure compliance with applicable POSH requirements.
- Maintain Internal Committee documentation.
- Coordinate POSH awareness/training programmes.
- Ensure statutory reporting and documentation are completed within applicable timelines.
- Support HR in maintaining workplace conduct and statutory documentation.
7. Vendor & Third-Party Compliance
- Establish minimum compliance requirements for contractors and vendors.
- Conduct periodic compliance verification of:
- Housekeeping vendors
- Security agencies
- Manpower contractors
- Transporters
- Facility management vendors
- Food/service vendors
- Ensure required statutory documents are collected and periodically validated.
- Flag non-compliant vendors to Procurement/Finance/Management.
8. Compliance MIS & Reporting
Prepare and present a monthly Management Compliance Dashboard covering:
- Licence status
- Upcoming renewals
- Statutory returns
- Statutory payments
- Audit observations
- Open/closed compliance gaps
- Government notices
- Labour compliance
- Contractor compliance
- Food safety compliance
- Fire & safety compliance
- High-risk compliance matters
4. Qualification
For Compliance Manager:
- Graduate/Post Graduate in Law, Commerce, HR, Food Technology, Business Administration or related discipline.
- 8–15 years of relevant compliance experience, preferably in FMCG / Food Manufacturing / Retail / Hospitality.
- Strong exposure to food manufacturing, factory compliance, labour laws and multi-location compliance.
- Experience in managing regulatory authorities, audits and legal/compliance risks.

He/She should be capable of visiting the manufacturing units, DCs and other locations, identifying compliance gaps on the ground, coordinating with department heads and ensuring corrective actions are implemented.
The person should also be comfortable interacting with FSSAI, Labour Department, Factory Inspectorate, Legal Metrology, Fire Department, Pollution Control Board and other government authorities.
