Position OverviewThe HSE Manager is responsible for developing, implementing, and overseeing comprehensive health, safety, and environmental programs across assigned operations. This role ensures compliance with all applicable regulations, promotes a strong safety culture, and drives continuous improvement in HSE performance.
Key ResponsibilitiesProgram Management & Compliance Develop and maintain HSE policies, procedures, and programs in accordance with local, state, and federal regulations. Conduct regular audits and inspections to ensure compliance with OSHA, EPA, and other regulatory requirements. Monitor regulatory changes and update programs accordingly to maintain full compliance.
Risk Assessment & Mitigation Perform comprehensive risk assessments and job hazard analyses across all operational areas. Identify potential hazards and develop effective control measures. Lead incident investigations, root cause analyses, and implement corrective actions to prevent recurrence.
Training & Development Design and deliver HSE training programs for employees at all levels. Ensure all personnel receive appropriate safety orientation, job-specific training, and ongoing education. Maintain training records and certification tracking systems.
Incident Management Lead investigation of accidents, near-misses, and environmental incidents. Prepare detailed investigation reports with actionable recommendations. Manage workers' compensation claims and coordinate with insurance providers. Track and analyze incident trends to identify improvement opportunities.
Safety Culture & Engagement Promote and reinforce a proactive safety culture throughout the organization. Facilitate safety committees and lead regular safety meetings. Develop employee engagement initiatives to encourage active participation in safety programs.
Environmental Management Oversee environmental compliance programs including waste management, air quality, and water discharge. Coordinate environmental monitoring and reporting requirements. Develop sustainability initiatives aligned with organizational goals.
Emergency Preparedness Develop and maintain emergency response plans and business continuity procedures. Coordinate emergency drills and exercises. Serve as emergency coordinator during critical incidents.
Reporting & Analytics Prepare and present HSE performance metrics and reports to senior management. Track leading and lagging indicators including incident rates, audit findings, and training completion. Benchmark performance against industry standards.
Required QualificationsEducation & Certifications Bachelor's degree in Occupational Health & Safety, Environmental Science, Engineering, or related field. Professional certifications such as CSP (Certified Safety Professional), CIH (Certified Industrial Hygienist), or equivalent strongly preferred.
Experience Minimum 5-7 years of progressive HSE management experience in a relevant industry. Proven track record of implementing successful safety programs and achieving measurable improvements in safety performance.
Technical Knowledge Comprehensive understanding of OSHA regulations, EPA requirements, and industry-specific safety standards. Proficiency in risk assessment methodologies, incident investigation techniques, and safety management systems. Knowledge of ISO 45001, ISO 14001, or similar management system standards preferred.
Skills & Competencies Strong leadership and interpersonal skills with ability to influence at all organizational levels. Excellent communication skills, both written and verbal. Analytical mindset with strong problem-solving abilities. Proficiency in Microsoft Office and HSE management software systems. Ability to manage multiple priorities in a fast-paced environment.
Physical RequirementsAbility to conduct site inspections including walking, climbing, and accessing various work areas. May require use of personal protective equipment. Some travel may be required depending on operational scope.
Reporting StructureThis position typically reports to the Director of Operations, Regional Manager, or senior leadership depending on organizational structure.
