About the project: PIVOT-TPT
The PIVOT-TPT (Private provider–led Integrated Virtual & Outreach for TPT) is a TIFA (Tuberculosis Implementation Framework Agreement) Health Commitment Grant supported project with PATH providing technical assistance to NTEP (National Tuberculosis Elimination Programme). The project aims to demonstrate a digitally enabled, private provider–led model that expands access to both facility-based and home-based Tuberculosis Preventive Treatment (TPT) services for household contacts (HHCs) of persons with TB (PwTB) seeking care in the private sector, ensuring high initiation and completion rates in alignment with NTEP guidelines.
The project will provide technical assistance to demonstrate across three high-burden districts of Mumbai (Govandi, Sion and Kurla) in Maharashtra and two aspirational districts of Odisha (Kalahandi and Koraput), having substantial gaps in systematic contact listing and TPT initiation in private sector. The model integrates virtual TPT clinics, tele-consultation, standardized digital screening workflows, mobile diagnostic services, and doorstep delivery of TPT medicines to strengthen the identification, screening, and initiation of eligible household contacts on TPT.
The project will operate under NTEP stewardship and leverage national digital platforms such as Ni-kshay and TB Arogya Saathi, engaging private hospitals and clinics, district and state NTEP teams, PPSA partners, digital and logistics agencies, and household contacts of TB patients to ensure seamless coordination and accountability throughout the TPT cascade.
About the position:
The State Operations Lead - Odisha, under the overall supervision of the Project Lead, PATH and under the guidance of the State TB Officer, Odisha, will be responsible for leading end-to-end operations of all project activities in Odisha. S/he will serve as the primary interface with the State TB Cell-Odisha and district NTEP teams, overseeing rollout of the virtual TPT clinic model, diagnostics, logistics, and provider engagement in the aspirational districts of Kalahandi and Koraput. S/he will provide continuous coordination, monitoring, and documentation of state-specific learnings and transition planning to ensure successful implementation and sustainability of the PIVOT-TPT model in Odisha.
Specific roles of this position include:
Serve as the primary point of contact and interface with the State TB Cell-Odisha, State TB Officer, and state NTEP team for all project activities and coordination.
Lead introductory meetings with State and District NTEP officials in Odisha to formalize technical support, develop operational plans, and secure administrative buy-in.
Participate in project orientation cum kick-off meetings organized in Odisha, providing local support in arrangements and coordination with state and district officials.
Conduct private provider mapping, readiness audits, and selection of potential private providers in Kalahandi and Koraput districts for establishing TPT clinic hubs.
Lead formalization of engagement with at least 3 high-load private providers in Odisha through NTEP certification, conducting on-site clinical induction on TPT protocols, digital workflows, and Ni-kshay reporting.
Oversee deployment and active operations of the virtual TPT clinic tool across 3 facilities in Kalahandi and Koraput, ensuring systematic operationalization and provider adoption.
Coordinate diagnostic services including portable digital X-ray screening for household contacts, ensuring field-based operations and integration with virtual clinic workflows.
Ensure supply chain management of TPT drugs at facility level, monitoring stock positions, reconciliation with NTEP supplies, and beneficiary access.
Organize and support Continuing Medical Education (CME) sessions for private providers in Kalahandi district in collaboration with district NTEP and medical college facilitators.
Lead monthly review meetings with District TB Officers in Kalahandi and Koraput to analyze performance, review KPIs, and implement corrective actions.
Participate in quarterly state-level review meetings with State TB Officer and state team, providing updates on progress, challenges, and support requirements.
Conduct monthly supportive supervision visits to all 3 TPT clinic hubs in Odisha, using standardized ODK-based supervision tools to assess facility standards, drug stocks, and cascade adherence.
Validate contact enumeration and TPT service delivery through home visits to 2-5 pulmonary TB patients per hub as part of quality assurance measures.
Lead expansion of TPT clinic operations to additional 5 private facilities in Kalahandi and Koraput, conducting rapid assessments, staff upskilling, and NTEP certification.
Coordinate with 2 TPT Clinic Managers in Odisha to ensure weekly facility visits, tele-consultation coordination, and beneficiary adherence monitoring through TB Arogya Saathi.
Monitor achievement of Odisha-specific KPIs including 1,000 digital X-rays, 200 additional X-rays, TPT initiations, and provider retention.
Document Odisha-specific implementation learnings, challenges, and best practices for adaptive management and transition planning.
Support NTEP handover meetings and duty transfer planning, ensuring alignment of project activities with state NTEP cadre and long-term sustainability.
Undertake travel in Kalahandi and Koraput districts for implementation, supervision, and stakeholder coordination.
Submit regular updates and progress reports specific to Odisha operations, and support development of consolidated project reports.
Perform any other project-related tasks assigned by the supervisor.
Qualifications and competencies required:
Postgraduate degree in Public Health/Health Administration/Medicine/Social Sciences or equivalent from a recognized university in India.
Minimum 5-6 years of experience in public health program management, of which at least 2-3 years should be in TB elimination programs at district or state level.
Experience in managing health programs in aspirational or tribal districts with understanding of operational challenges in rural and remote settings.
Strong understanding of NTEP guidelines, TPT cascade, Ni-kshay systems, and private sector engagement strategies.
Experience in coordinating with state and district government health systems, NTEP officials, and private sector stakeholders.
Demonstrated ability to manage field operations, supervise frontline staff, and ensure quality service delivery.
Familiarity with digital health tools, tele-consultation platforms, and data monitoring systems.
Strong analytical skills with ability to interpret data, identify gaps, and develop action plans.
Excellent communication and interpersonal skills with ability to build rapport with government officials, private providers, and community members.
Proficiency in Excel, data analysis tools, and project monitoring systems.
Fluency in English, Hindi, and Odia is required.
Ability to work independently in field settings, manage multiple priorities, and adapt to changing circumstances.
The position requires extensive travel within Kalahandi and Koraput districts (approximately 50-60% time) and periodic travel to state capital for coordination meetings. We are looking for a self-motivated, hard-working, energetic, and creative individual who is a good team player and people's manager and is comfortable working in aspirational district settings with diverse stakeholder groups.
The candidate must have legal authorization to work in India.
