Role Overview
The Monitoring Officer plays a central role in ensuring the integrity, quality, and utility of data generated across Magic Bus programme operations. Working within the MEL framework, the Monitoring Officer is responsible for conducting Quarterly Field Assessments, supporting concurrent monitoring, validating data collected through OASYS and paper-based tools, and contributing to evaluations and programme reviews. The role requires a field-oriented professional with strong analytical skills, an eye for data quality, and the ability to translate monitoring findings into actionable insights.
Key Responsibilities
1. Data Integrity & Quality Assurance
- Conduct regular data quality checks on all programme data reported through OASYS (digital platform), Children and Parents Record Forms (CPRF), and Session Quality Monitoring Forms (SQMF) to ensure accuracy, completeness, and consistency.
- Triangulate data from multiple sources — including OASYS records, Random Head Counts (RHC), and field observation reports — to verify reported figures and flag discrepancies.
- Identify and escalate data quality issues to the Regional MIS Officer and respective programme teams, providing clear documentation of gaps and recommended corrective actions.
- Support field and programme staff in maintaining accurate individual-level participation records, including session attendance, home visit completion, and beneficiary coverage data.
- Maintain the integrity of monitoring data confidentiality protocols across all field locations.
2. Quarterly Field Assessments
- Plan and execute Quarterly Field Assessments across assigned programme locations, covering school-based observations, facilitator interactions, and learner engagement reviews, in alignment with the MEL plan.
- Administer structured observation tools — including the Session Quality Monitoring Form (SQMF) — to assess pedagogical quality, adherence to session plans, and facilitator performance during field visits.
- Conduct Random Head Counts (RHC) on a quarterly basis to verify reported attendance and coverage figures, and triangulate findings with OASYS and CPRF records.
- Document and report on implementation fidelity, classroom dynamics, and qualitative contextual insights from each field assessment, identifying systemic bottlenecks and good practices.
- Share field assessment findings with the Regional MIS Officer and programme teams through structured review meetings, supporting evidence-based course correction and adaptive management.
3. Data Analysis & Reporting
- Analyse routine monitoring data to track programme coverage, session delivery, attendance trends, and completion rates across LSE, FLN, and EEP cohorts (Grades 6–12).
- Prepare clear and accurate monitoring reports on a weekly, monthly, and quarterly basis, highlighting progress against targets, emerging trends, and areas requiring programme attention.
- Contribute to the compilation of regional outreach reports, providing accurate field-level data and contextual analysis.
- Support the building and maintenance of monitoring dashboards that track key programme indicators in real time for management decision-making.
- Present monitoring data and analysis at district/regional review meetings and project review forums as required.
4. Evaluation Support
- Provide fieldwork support for baseline, annual, and endline assessments, including coordination with enumerators, quality checks on data collection instruments, and liaison with external evaluation agencies.
- Assist in the preparation and review of evaluation data, including second-level review of reports received from external agencies.
- Coordinate the logistics of evaluation exercises across assigned blocks and schools, ensuring participant coverage and data collection timelines are met.
- Support the Impact team in preparing data summaries, response-to-evaluation queries, and documentation required for programme learning reviews.
5. Field Coordination & Capacity Building
- Coordinate with Location Managers, Programme Officers, and field facilitators to ensure timely and accurate data submission from all programme locations.
- Conduct periodic training and orientation sessions for field staff on MEL tools, data entry protocols, OASYS usage, and M&E processes.
- Undertake Validation & Monitoring Visits on a quarterly or biannual basis to assess fidelity of implementation and support systemic improvements.
- Participate in Structured Review Meetings at field, regional, and central levels to embed learning loops and inform continuous programme improvement.
Required Skills & Competencies
Technical Skills
- Proficiency in MS Office — Excel (including pivot tables, data validation), PowerPoint, and Word.
- Working knowledge of data management systems; experience with digital MIS platforms such as OASYS or similar tools is strongly preferred.
- Ability to conduct structured field observations and apply monitoring tools (observation checklists, head counts, quality assessment forms) accurately.
- Data cleaning, analysis, and visualisation skills; familiarity with SQL, STATA, or Google Sheets scripting is an advantage.
- Experience building and maintaining monitoring dashboards for programme management.
Monitoring & Analytical Skills
- Strong understanding of M&E concepts, including data quality, indicator tracking, implementation fidelity, and adaptive management.
- Ability to triangulate data from multiple sources and identify patterns, discrepancies, and programme trends.
- Capacity to translate monitoring data into clear, concise reports and actionable recommendations for non-technical audiences.
- Attention to detail and structured thinking in both quantitative and qualitative data contexts.
Field & Interpersonal Skills
- Willingness and ability to undertake regular field visits to remote or rural programme locations.
- Strong coordination and communication skills for working with field teams, programme managers, and external evaluators.
- Ability to conduct training and capacity-building sessions for field and programme staff on MEL processes.
- Problem-solving mindset and initiative in resolving data quality issues at the field level.
Education & Experience
- Bachelor's degree in Social Sciences, Statistics, Development Studies, Education, or a related field. A master’s degree is preferred.
- Minimum 3–5 years of experience in monitoring, evaluation, and data management roles, preferably within education or social development programmes.
- Demonstrated experience conducting field-based monitoring visits and assessments in community or school settings.
- Prior experience working in an NGO, government education programme, or development sector is an advantage.
- Familiarity with adolescent education or life skills programme contexts is desirable.
Pay: ₹40,000.00 - ₹45,000.00 per month
