About the project
India with an estimated 2.8 million incident TB cases and 315,000 deaths in 2023 is the highest TB burden country in the world. India’s National TB Elimination Programme (NTEP) has set ambitious targets to reduce the TB incidence rate by 80% and the number of TB deaths by 90% by the year 2025 relative to 2015.
With a TB prevalence of 747 per lakh and prevalence of TB Infection of 61% (57– 65%), Delhi has the highest burden of TB in India. The National TB Prevalence Survey , 2019, has revealed that, in Delhi, a majority of 69% did not seek care for their TB symptoms.
The union has been implementing community-based screening (ACF) in Delhi focusing on early case finding across multiple slums and vulnerable population of Delhi in 6 NTEP districts (Narela, BJRM, Nehru Nagar, Shastri Park, Karawal Nagar and Moti Nagar).
Under the project of ‘Delhi urban Health Initiative’, we have deployed 21 units of Artificial Intelligence enabled ultra-portable handheld X ray machines, with radiographers and field officers to operate the same, linked with an efficient sputum specimen collection and transportation system to ensure the completion of the cascade of care for all persons diagnosed with TB efficiently, thereby rapidly bringing down the burden of TB and deaths due to TB in Delhi.
Key Responsibilities:
The Consultant is responsible for overseeing the team of staff participating in the screening activity and implement project as per performance framework, monitoring, data validation and address day to day pragmatic challenges on the ground.
· Develop weekly screening plan, coordinate the screening activities and manage operations at the project site.
· Ensure identification of camp sites and community awareness regarding the camp details (time/location) in the community
· Oversee preparatory visits to selected project sites before screening activity.
· Ensure on spot collection of sputum samples for all AI positive clients and transportation of the same to the DTC/nearest designated testing facility
· Ensure quality of data being collected, and ensure timely reporting. Community mobilising and queue management at the screening site.
· Co-ordinate with volunteers to ensure that there is door to door awareness of the upcoming camp and awareness generation of the same. Guide volunteers to mobilise people to the camp site with appropriate timing.
· Liaise with local/community stakeholders for screening activities
· Support X-ray technicians in debottlenecking and problem-solving operational issues.
· Liaise with district, block-level NTEP officials and primary health care team for effective project implementation.
· Ensure regular active TB case-finding activities and linking for treatment initiation.
· Ensure adherence to the M&E plan and implementation plan.
· Report, without delay, any problems in implementing the screening protocol.
· Any other work assigned by the Supervisor/ Project Lead/ Project Team/Head of Office.
QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications and Experience:
· Postgraduate in Health/ Social Work/ allied subjects;
· At least one to three years of experience in the public health/ development sector and ability to work independently;
· Prior experience in managing field operations and working in community setups is preferred;
· Experience of working with the National TB Elimination Program (NTEP) will be an advantage.
Skills and Competencies:
· Building successful collaborative relationships with internal and external stakeholders;
· Preference will be given to local candidates;
· Willingness to travel extensively within the project area, as necessary.
Reporting to Deputy Director Programme
This position is offered as a fixed-term till 31 March 2027.
