Role Summary
EMPWR is seeking a highly organized, analytical, and execution-driven RFP & Proposal Strategy Manager based in India to build and manage a centralized state opportunity intelligence and proposal management function for U.S. healthcare funding opportunities.
This role will track, evaluate, manage, and coordinate responses to RFPs, grants, RFIs, procurements, and Medicaid transformation opportunities across all 50 U.S. states focused on:
* Remote Patient Monitoring (RPM)
* Behavioral Health / CoCM
* Telehealth
* Medicaid digital health initiatives
* Rural health transformation funding
* Care coordination / virtual care / population health
This person will serve as EMPWR’s RFP command center, ensuring opportunities are identified early, qualified, responded to on time, and strategically aligned with company priorities.

1. Opportunity Monitoring & RFP Intelligence
Own continuous monitoring of U.S. state opportunities across:
* State procurement portals
* Medicaid agencies
* Behavioral health agencies
* CMS funding opportunities
* State health departments
* Rural health transformation programs
* Grants.gov and federal/state funding portals
Build and manage:
* 50-state RFP tracker
* Upcoming bid calendar
* Renewal / recompete alerts
* Early market intelligence alerts
* Funding priority heat maps

2. Proposal Management & Submission Coordination
Lead internal proposal operations for:
* RFPs
* RFIs
* Grants
* State vendor applications
* Procurement responses
* Strategic funding proposals
Responsibilities:

* Coordinate legal, finance, product, clinical inputs
