1. Job Objective
To independently manage quantity estimation, measurement, rate analysis, tendering, billing, reconciliation, and commercial documentation for residential and commercial building projects.
The role will be responsible for ensuring accurate quantity take-offs, competitive and technically sound rate analysis, timely preparation and verification of project bills, and effective reconciliation of quantities, rates, and client claims.
2. Key ResponsibilitiesA. Quantity Estimation & Measurement
- Prepare detailed quantity estimates and quantity take-offs for residential and commercial building projects.
- Study drawings, BOQs, specifications, and tender documents to identify project quantities and requirements.
- Carry out accurate measurements for civil and building works.
- Prepare and verify Bar Bending Schedules (BBS) and reinforcement quantities.
- Ensure quantities are accurately captured and properly documented.
- Identify quantity variations and deviations between drawings, BOQ, and actual site requirements.
- Coordinate with Project, Site, Design, and Engineering teams for drawing and quantity clarifications.
B. Rate Analysis & Tendering
- Prepare detailed rate analysis for tendering and project requirements.
- Analyse material, labour, equipment, subcontractor, overhead, and other applicable costs.
- Develop competitive and commercially viable rates for BOQ items.
- Maintain awareness of current material and labour market rates.
- Independently collect, validate, and benchmark market information relevant to tender preparation.
- Obtain and analyse quotations from suppliers and subcontractors where required.
- Identify cost variations and commercial risks during tender preparation.
- Support the preparation of tender BOQs, estimates, and commercial submissions.
C. Billing & Client Claims
- Prepare and verify contractor/client bills based on actual measurements and contractual BOQ requirements.
- Prepare accurate measurement sheets, abstracts, and supporting documentation.
- Review client claims and substantiate quantities and rates with proper documentation.
- Ensure billing submissions are accurate, complete, and submitted within agreed timelines.
- Coordinate with site teams to obtain measurement records and supporting documents.
- Track certification and approval status of submitted bills.
- Identify discrepancies between executed quantities, certified quantities, and billed quantities.
D. Reconciliation & Commercial Control
- Carry out reconciliation of materials, quantities, measurements, and client claims.
- Verify and substantiate client/contractor claims through drawings, measurements, BOQs, and supporting documents.
- Analyse variations between BOQ quantities and actual executed quantities.
- Maintain proper records of variations, deviations, and additional works.
- Support commercial teams in identifying potential billing opportunities and preventing revenue leakage.
- Ensure all measurements and claims are adequately supported by contractual and project documentation.
E. Project Coordination
- Coordinate with Project Managers, Site Engineers, Planning, Procurement, Stores, Accounts, and client representatives.
- Clarify technical and commercial issues affecting quantities, rates, and billing.
- Manage billing requirements across multiple projects, ensuring accuracy and timely completion.
- Participate in project review meetings related to quantities, billing, variations, and commercial matters.
- Maintain effective communication with internal and external stakeholders.
3. Required Skills & CompetenciesTechnical Skills
- Strong knowledge of quantity estimation, measurement, and quantity take-off.
- Good knowledge of Bar Bending Schedule (BBS) preparation and verification.
- Strong proficiency in rate analysis for tendering.
- Good understanding of current material and labour market rates.
- Ability to independently source, analyse, and validate market information relevant to tenders.
- Strong knowledge of BOQ-based contracting and billing practices.
- Strong reconciliation skills to verify and substantiate client claims.
- Ability to analyse drawings, BOQs, specifications, and project requirements.
- Good understanding of construction methodologies and their impact on quantities and rates.
- Strong attention to detail and numerical accuracy.

4. Software Skills
Mandatory / Preferred working knowledge:
- AutoCAD – Ability to read and interpret construction drawings.
- MS Office – Particularly MS Excel and MS Word for estimation, billing, reconciliation, and reports.
- MS Project – Ability to prepare basic tender schedules and project activity schedules.
5. Preferred Industry Background
Candidates with experience in the following organisations will be preferred:
- Building construction / contracting companies operating on a BOQ-based contracting model.
- Project Management Consultancy (PMC) companies handling residential and commercial building projects.
- Construction contractors executing multi-storey residential, commercial, office, retail, or similar building projects.
6. Mandatory Project ExperienceStrong preference for:

- Other conventional building construction projects
The candidate should have majority of their relevant experience in residential and/or commercial building projects.

- Infrastructure projects
- Roads and highways
- Bridges
- Metro / railway projects
- Heavy industrial projects
- Industrial plant projects
- Other infrastructure/industrial-only projects
will not be considered for this position.
7. Candidate Requirements
- Candidate must have substantial hands-on experience in Residential / Commercial Building Projects.
- Should be capable of independently handling estimation, quantity measurement, rate analysis, billing, and reconciliation activities.
- Must be comfortable with regular site visits.
- Must own a two-wheeler for site/project visits.
- Should demonstrate good stability in previous employment.
- Candidates with frequent job changes without reasonable justification will not be preferred.

- Candidates without meaningful exposure to BOQ-based contracting, estimation, billing, and rate analysis.
9. Ideal Candidate Profile
The ideal candidate should be an experienced Quantity Surveyor / Billing & Estimation professional with strong exposure to residential and commercial building projects.
The candidate should be capable of independently handling the complete cycle of:
Quantity Take-Off → Measurement → BBS → Rate Analysis → Tender Estimation → Market Rate Validation → Billing → Reconciliation → Client Claim Verification
The ideal candidate will have strong numerical and analytical ability, excellent attention to detail, practical site knowledge, good commercial understanding, and the ability to coordinate effectively with project and client teams.
