The Commonwealth War Graves Commission honours and cares for the men and women of the Commonwealth forces who died in the First and Second World Wars, ensuring they will never be forgotten. Funded by six Member Governments, our work began with building, and now maintaining, cemeteries at 23,000 locations all over the world.
Today, over a century after we first began, our work continues through our staff, supporters and volunteers who preserve our unique cultural, horticultural and architectural heritage and ensure that the stories of those who died are told.
What you'll be doing
We are looking for an experienced and proactive Technical Manager (Works) to lead a varied portfolio of estates, infrastructure and maintenance projects across the Africa and Asia Area. This is a key role supporting the planning, development and delivery of works that help maintain our sites to the highest standards.
Working closely with operational teams and regional managers, you will oversee projects from survey and planning through to delivery. You will also play an important role in preventative maintenance programmes and construction-related cases across the area.

Key Responsibilities:

Lead the planning and delivery of the AAA Structural and Base Site Condition Survey Programme, working closely with Works Managers to coordinate scheduled surveys.

Undertake structural and base site condition surveys and accurately input findings into the CWGC Condition Survey Software.

Develop a pipeline of fully costed and internally approved projects, ranging from base site refurbishment and construction works to sustainability improvements, for inclusion in the area’s five-year plan.

Contribute to the development of annual and five-year Area Business Plans, providing expert technical advice on construction projects to the Senior Technical Manager, Area Director and Deputy Director.

Work in partnership with Regional Managers to deliver projects in line with the Area Business Plan and Estates Department guidelines.

Manage all projects using the CWGC Project Management Office System, ensuring effective governance and delivery.

Prepare and develop works contracts, including FIDIC and small works contracts, in collaboration with the legal team.

Oversee the Area’s amendments and addenda process, identifying suitable solutions and preparing business cases for proposed works.

Deliver the area’s planned preventative maintenance programme for all base sites and accommodation, ensuring continued compliance with Commission standards.

Act as Project Manager for a range of property-related projects, ensuring outcomes meet organisational and stakeholder needs.

Manage accommodation repairs across AAA, liaising directly with occupants to ensure issues are resolved efficiently and effectively.

Manage delegated budgets, prepare cost estimates and submit monthly and quarterly expenditure reports as required.

Work in collaboration with the Health and Safety Advisor to implement health and safety policies, with particular focus on contractor management and the promotion of safe working practices.

Record and report project-related accidents and near misses, taking appropriate action to manage risk and support Area-wide health and safety compliance.

Maintain accurate records of all building changes made during projects and provide as-built technical drawings, incorporating any new maintenance requirements into planned preventative maintenance schedules.

Manage the procurement and installation of headstones and bronze plaques within your area.
What you need to have

A recognised and relevant technical qualification (degree or equivalent).

Experience (minimum 2 years) of working in a supervisory position.

High computer literacy including AutoCad, Excel, Word, Outlook

A qualification or proven training record in building surveying and/or architecture and conservation.

Experience of working in different cultures, with understanding of cultural and political sensitivities and operations in complex environments.

A recognised H&S qualification at the level of IOSH Managing Safely standard.

Practical experience of direct project management (end to end – all phases).

Experience of managing tendering processes for £50k to 300k range projects.

Change and performance management at operational level.
-
Experience in researching and compiling business case documents in support of project approval and bids for approved funding.

Thorough knowledge of organisational policies, surveying practices, and a conservation based approach to management of the Commission’s estate.

Experience of travelling to remote locations including lone working.
