Solid Waste Management Expert (Panel Expert On call Basis under Memorandum of Understanding) Freelancer
Qualification
- Master's Degree (M.E./M.Tech./M.Plan./M.Sc.) in Environmental Engineering, Environmental Science, Solid Waste Management, Civil Engineering (Environmental), Public Health Engineering, Urban Planning, or an equivalent discipline from a recognized university.
- Additional qualifications or certifications in Solid Waste Management, Integrated Waste Management, Waste-to-Energy, Circular Economy, Resource Recovery, Environmental Impact Assessment (EIA), or related fields shall be desirable.
Experience
- Minimum 10 years of post-qualification experience in planning, design, implementation, operation, monitoring, and management of municipal solid waste management projects.
- Experience in projects funded by Central Government, State Government, Urban Local Bodies (ULBs), Smart Cities, AMRUT, Swachh Bharat Mission (SBM), Municipal Corporations, Development Authorities, or Multilateral Funding Agencies shall be preferred.
- Experience in preparation of DPRs, feasibility studies, bid documents, concession agreements, project monitoring, and contract management shall be desirable.
Nature of Engagement
The Solid Waste Management Expert shall be empanelled with the Company as an Independent Panel Expert under a Memorandum of Understanding (MoU). This engagement shall not constitute employment, partnership, joint venture, or an employer-employee relationship.
The engagement shall initially remain valid for a period of three (3) years, which may be be extended for such further period as may be mutually agreed in writing by both parties.
Scope of Services
The Panel Expert shall provide professional consultancy services on an assignment basis, including but not limited to:
- Preparation of Solid Waste Management Master Plans and Action Plans.
- Waste characterization studies and quantity assessments.
- Planning and design of Integrated Solid Waste Management (ISWM) systems.
- Preparation of Detailed Project Reports (DPRs), feasibility studies, and techno-economic analyses.
- Planning and design of waste collection, segregation, transportation, transfer stations, Material Recovery Facilities (MRFs), compost plants, biomethanation plants, Waste-to-Energy facilities, sanitary landfills, and scientific dumpsite remediation.
- Technical evaluation of waste processing technologies.
- Preparation of tender documents, technical specifications, BOQs, bid evaluation reports, and contract documents.
- Assistance in procurement, bid management, and technical evaluation.
- Monitoring of project implementation, construction quality, commissioning, and operation.
- Performance audits and operational assessments of waste management facilities.
- Preparation of environmental compliance reports and statutory documentation.
- Advisory services on Circular Economy, Resource Recovery, Extended Producer Responsibility (EPR), Carbon Credits, ESG, and sustainability initiatives.
- Site inspections, technical reviews, stakeholder consultations, presentations, and capacity-building programs.
- Assistance in obtaining statutory approvals and regulatory clearances.
- Any other Solid Waste Management consultancy services assigned by the Company.
Bidding Authorization
The Panel Solid Waste Management Expert hereby authorizes the Company, during the validity of the MoU, to:
- Include and use the Expert's Curriculum Vitae (CV), educational qualifications, professional registrations, project experience, certifications, and technical credentials in Expressions of Interest (EOIs), Requests for Proposals (RFPs), tenders, technical bids, and proposal submissions.
- Represent the Expert as a Key Expert, Subject Matter Expert, Technical Consultant, Team Member, or Advisor for qualification purposes.
- Submit copies of educational qualifications, registrations, experience certificates, and other professional documents solely for project bidding and qualification purposes.
Such authorization shall not create any financial obligation unless the Expert is engaged for a specific assignment through a separate work order or written instruction.
Assignment of Work
- Assignments shall be issued through individual Work Orders, Assignment Letters, or other written instructions.
- The scope of work, deliverables, timelines, commercial terms, and professional fees shall be mutually agreed for each assignment.
- The Expert shall have the discretion to accept or decline assignments based on availability unless otherwise agreed.
Professional Responsibilities
The Expert shall:
- Perform services with due professional skill, care, diligence, and in accordance with applicable laws, environmental regulations, and engineering standards.
- Maintain confidentiality of all project information and documents.
- Avoid conflicts of interest and promptly disclose any actual or potential conflict.
- Ensure compliance with the Solid Waste Management Rules, 2016 (as amended), CPCB guidelines, State Pollution Control Board requirements, and other applicable statutory provisions.
- Deliver services within the agreed timelines and quality standards.
Commercial Terms
- No monthly retainer or salary shall be payable unless specifically agreed in writing.
- Professional fees shall be payable only for assignments actually undertaken under separate work orders or agreements.
- Reimbursement of approved travel and other expenses shall be governed by the terms agreed for each assignment.
Intellectual Property
All reports, studies, designs, calculations, presentations, drawings, data, and other deliverables prepared under an assigned work order shall become the property of the Company or the Client, subject to payment of the agreed professional fees and applicable contractual provisions.
Term and Validity
This empanelment shall remain valid for three (3) years from the date of execution of the MoU and may be extended for such further period as may be mutually agreed in writing by both parties.
Purpose of the MoU
The primary objectives of the Memorandum of Understanding are:
- Provision of Professional Services: To engage the Expert's specialized solid waste management expertise for the successful execution of projects secured by the Company.
- Technical Bid Support: To obtain the Expert's formal consent to use and submit the Expert's CV, qualifications, professional credentials, registrations, and project experience as a proposed Key Expert in technical bids, proposals, EOIs, RFPs, and tenders.
- Project Execution: To facilitate engagement of the Expert for solid waste management assignments through separate work orders whenever required.
- Long-Term Professional Association: To establish a mutually beneficial professional relationship enabling the Company to access specialized solid waste management expertise for present and future assignments.
