About the Role
We are looking for an experienced and highly motivated Senior Bid & Proposal Manager to drive our Government, Public Sector, Banking and Insurance bid management function. The role is responsible for opportunity identification, end-to-end bid management, proposal writing, client presentations and coordination with consulting, technology and delivery teams.
Key Responsibilities
- Search and monitor GeM, CPPP, NICSI, state e-procurement portals, PSU, bank and insurance portals daily.
- Identify suitable RFPs, RFIs, EOIs and RFQs and maintain an opportunity tracker.
- Manage the complete bid lifecycle from qualification to submission.
- Prepare compliance matrices, technical proposals, executive summaries, solution approaches, methodologies and implementation plans.
- Coordinate with consulting, technology, finance, legal and delivery teams.
- Develop high-quality client presentations, capability decks and bid presentations.
- Maintain proposal repositories, case studies, CV library and reusable content.
- Ensure quality, governance and timely submission of bids.
- Lead Go/No-Go decision-making for strategic pursuits with internal discussion.
- Define win strategy, value proposition and competitive positioning.
- Conduct competitor analysis and develop differentiators for proposals.
- Participate in pre-bid meetings, client interactions and clarification responses.
- Coordinate pricing models with Finance and support commercial proposal preparation with close co-ordination of internal stake holders.
- Ensure bid profitability and margin optimization.
- Review tender terms and conditions with Legal and manage contractual compliance, EMD, PBG and Integrity Pact requirements.
- Coordinate with OEM partners for authorizations, compliance documents and technical inputs.
- Prepare bid checklists and ensure submission of statutory documents.
- Conduct bid debriefs, win-loss analysis and lessons learned to continuously improve proposal quality.

Required Experience
- 6–8 years in Bid/Proposal Management with Govt. sector
- Experience in consulting, IT services or technology companies.
- Hands-on experience with Government, PSU, Banking and Insurance bids.
- Strong knowledge of Government procurement and tendering processes.
- Experience preparing technology and consulting proposals
- Experience managing large Government/PSU transformation pursuits and bids ranging from ₹5 Crores to ₹50+ Crores (preferred).
- Experience with World Bank, ADB or other multilateral-funded projects is an advantage.
- Experience in PMU/PMC, digital transformation and technology proposals.
Experience
- Experience in business case development, PMU/PMC, ToR, solution architecture and digital transformation proposals.
Technical Skills
Advanced Microsoft Word, PowerPoint and Excel; proposal management tools; document management systems; government procurement portals.; SharePoint; AI-assisted proposal tools (ChatGPT, Microsoft Copilot, Gemini).
Functional Skills
Excellent English communication, proposal writing, presentation development, stakeholder management, analytical ability, project coordination and attention to detail; executive stakeholder management; negotiation; decision making.
Preferred Domain Experience
Central and State Government, PSUs, Oil & Gas, Power, Railways, Defence, Smart Cities, Public Sector Banks and Insurance Companies.
KPIs
Bid win percentage, qualified opportunities identified, proposal quality, compliance accuracy, bid turnaround time, pipeline value supported, revenue influenced, zero missed submission deadlines, presentation quality and contribution to business growth.
