Core Purpose of the Role

The main objective is to facilitate communication and coordination between the steel plant and external agencies so that:

Statutory permissions and licenses are obtained and renewed on time.
Regulatory compliance is maintained (environment, labour, safety, mining, power, etc.).
Operational disruptions due to legal or regulatory issues are minimized.instagram+2

Typical Job Responsibilities

In an integrated steel plant (which usually includes mining, sinter/pellet, coke oven, blast furnace, steel melting shop, rolling mills, power plant, etc.), a Liaisoning Officer’s duties often include:

1. Government & Regulatory Liaison

Coordinate with departments such as:
Pollution Control Board (environmental clearances, consents, monitoring reports)
Mining Department / Mines & Geology (mining leases, permissions, royalties)
Electricity Board / Power Department (power sanctions, connections, tariffs)
Factory Inspector / Labour Department / DISH (factory license, labour law compliance)
Municipal Corporations / Local Bodies (building permissions, water, land use)
Other agencies as relevant (Fire, PESO, CGWA, etc.)glassdoor.co+3
Obtain and renew:
Environmental Clearances (EC) and Consent to Establish/Operate (CTE/CTO)
Factory License
Mining permissions and related documents
Power connection approvals and related sanctions

2. Compliance & Documentation

Ensure compliance with statutory regulations specific to steel and mining:
Environmental laws and conditions of clearance
Labour laws (PF, ESIC, minimum wages, contract labour, bonus, etc.)
Factory Act provisions and safety regulations

Maintain:
Records of all applications, approvals, correspondence, and inspections
Calendars/tracking for renewals, returns, and compliance deadlines

Prepare and submit:
Quarterly/half-yearly/annual returns to labour, statistics, environment, and other departments
Reports and information requested by regulatorsindeed

3. Representation & Issue Resolution

Represent the company in meetings with:
Government officials
Regulatory inspectors

Follow up on:
Inspections, show-cause notices, and compliance queries

Resolve issues related to:
Legal and regulatory permissions

5. Local Relationship & Network Building

Build and maintain relationships with:
Local government offices

Typical Profile & Skills

Education: Graduate (B.Com/BA/BBA preferred); law, public administration, or compliance-related qualifications are advantageous.glassdoor.co+1
Experience: Usually 2–5 years in liaisoning, preferably in steel, mining, heavy industry, or manufacturing.glassdoor.co+2
Key Skills:
Strong communication and negotiation skills
Knowledge of statutory requirements in steel/mining/industrial sectors
