Role Overview
Dootiq is looking for a dedicated Sales Manager – Government Bidding to own and drive the company’s government tendering and bidding function. This is a specialised role focused on identifying relevant government opportunities, evaluating bid eligibility, managing GeM and e-procurement activities, preparing and submitting technically and commercially compliant bids, coordinating internal stakeholders, and driving opportunities through the complete tender lifecycle. The ideal candidate should have strong hands-on experience with government procurement and bidding and a background in AI, IT, SaaS, telecom, software, or other technology-led solutions.
Key Responsibilities
1. Government Tender Identification & Opportunity Management
- Continuously monitor GeM, CPPP/eProcure, central and state e-procurement portals, PSU portals, and other relevant government procurement channels for opportunities relevant to Dootiq.
- Identify and track tenders, RFPs, RFQs, EoIs, empanelment opportunities, rate contracts, and other government procurement requirements related to AI, voice automation, software, SaaS, IT services, telecom, and digital solutions.
- Maintain a structured tender opportunity tracker covering tender value, department, scope, eligibility, deadlines, EMD, tender fee, submission requirements, bid status, and next actions.
- Develop a bid calendar and ensure no critical submission, clarification, corrigendum, or compliance deadline is missed.
- Track corrigenda, amendments, extensions, pre-bid notices, and changes to tender conditions throughout the bid lifecycle.
2. Bid Qualification & Go / No-Go
- Perform detailed tender scrutiny to determine eligibility, technical fit, commercial viability, documentation requirements, and bid risks.
- Conduct Go / No-Go assessments based on eligibility criteria, prior experience requirements, turnover, certifications, OEM / partnership requirements, scope, pricing feasibility, competition, and contractual obligations.
- Flag restrictive, ambiguous, or commercially risky clauses to management and seek clarification through the appropriate tender mechanism.
- Maintain a bid qualification framework and recommend prioritisation of high-potential government opportunities.
3. GeM Management & Bidding
- Manage Dootiq’s government sales and bidding activities on GeM, including bid discovery, bid participation, catalogue / product alignment, seller-side documentation, and submission activities.
- Review GeM bid terms, buyer-added terms and conditions, EMD / performance security requirements, eligibility conditions, technical specifications, and other bid requirements.
- Prepare and coordinate responses to GeM bids, including technical, commercial, compliance, and supporting documentation.
- Monitor bid status, corrigenda, representations / clarifications, bid opening, evaluation, and award-related updates on the platform.
- Maintain complete records of GeM bids, submissions, communications, awards, and unsuccessful bids for future reference and analysis.
4. Tender Documentation & Bid Preparation
- Own preparation and compilation of complete bid submissions in accordance with tender instructions and prescribed formats.
- Prepare technical proposals, commercial bids, compliance matrices, eligibility documents, declarations, undertakings, credential documents, and other required annexures.
- Create detailed clause-by-clause compliance matrices mapping Dootiq’s solution and supporting evidence against tender requirements.
- Coordinate collection and validation of company documents, financial documents, certifications, authorisations, past performance credentials, client references, and other bid prerequisites.
- Ensure every mandatory form, signature, declaration, annexure, and supporting document is completed accurately before submission.
- Maintain standardised bid templates, credentials, case studies, certificates, company profiles, and reusable tender documentation.
5. Technical & Commercial Coordination
- Work closely with Product and Technical teams to understand tender requirements and translate them into accurate technical responses.
- Coordinate preparation of solution architecture, technical specifications, implementation methodology, SLA responses, integration details, security responses, and other technical sections where required.
- Work with Finance to prepare commercial bids, pricing, EMD / performance security requirements, GST considerations, and other financial information.
- Coordinate with Legal / Management on contractual terms, liability clauses, service levels, indemnities, termination conditions, data and security requirements, and other risk areas.
- Ensure all internal responses are aligned before final bid submission.
6. Pre-Bid & Government Stakeholder Coordination
- Track and participate in pre-bid meetings, clarification processes, presentations, demonstrations, and other procurement-stage interactions where applicable.
- Prepare clear and well-supported clarification questions for government departments and procuring authorities.
- Coordinate internal teams for responses to technical and commercial clarifications.
- Maintain records of all official tender communications, clarifications, submissions, and responses.
7. Post-Bid Management
- Track technical evaluation, financial evaluation, reverse auctions where applicable, negotiations, award decisions, and contract issuance.
- Coordinate responses to post-bid clarifications and requests from procuring authorities.
- Monitor Letter of Award / Purchase Order / Work Order issuance and ensure timely internal handover after award.
- Coordinate with Finance, Operations, Product, Technical, and Support teams for post-award requirements, documentation, performance security, onboarding, and implementation handover.
- Maintain a complete tender-to-award record for every opportunity.
8. Government Sales Intelligence & Strategy
- Build a database of relevant government departments, ministries, PSUs, autonomous bodies, state departments, and other institutional buyers relevant to Dootiq’s solutions.
- Track government procurement trends, recurring requirements, upcoming projects, and departments with potential demand for AI, voice automation, contact-centre, SaaS, and digital solutions.
- Analyse past tender awards, competitors, winning prices, technical qualification patterns, and procurement behaviour to improve future bid strategy.
- Develop relationships and institutional knowledge around relevant government procurement ecosystems while maintaining appropriate compliance and professional standards.
- Provide management with regular reports on pipeline, bid success rates, tender values, competition, risks, and upcoming opportunities.
9. Compliance, Controls & Bid Governance
- Ensure every bid is submitted strictly in accordance with the applicable portal and tender requirements.
- Maintain a bid checklist and maker-checker process for critical submissions.
- Ensure tender documents, credentials, declarations, and commercial information are accurate, current, and properly authorised.
- Maintain a central repository of submitted bids and supporting documents for audit, reference, and future tender participation.
- Escalate any potential misrepresentation, eligibility concern, conflict, or contractual risk before submission.
Required Skills & Competencies
- Strong hands-on experience in government tendering, bidding, GeM, e-procurement, and institutional sales.
- Excellent understanding of tender documents, eligibility criteria, technical specifications, commercial schedules, compliance matrices, and bid submission processes.
- Strong documentation, drafting, coordination, and deadline-management skills.
- Ability to read and interpret complex RFPs, RFQs, tenders, SOWs, SLAs, eligibility clauses, and commercial terms.
- Strong analytical ability to evaluate bid feasibility and Go / No-Go decisions.
- Excellent written and verbal communication skills.
- Strong attention to detail with zero-tolerance for submission errors.
- Ability to coordinate multiple internal teams under strict tender deadlines.
- Strong working knowledge of MS Excel, Word, PowerPoint, PDF documentation, CRM / tender trackers, GeM, and e-procurement portals.
Technology / Industry Background
Candidates should preferably come from an AI, IT, SaaS, software, telecom, cybersecurity, cloud, digital transformation, system integration, or other technology-oriented organisation. The candidate must be capable of understanding technology solutions sufficiently to evaluate tender requirements and coordinate accurate technical bid responses with internal Product and Engineering teams.
Preferred Experience
- Experience managing GeM bids and government e-procurement submissions.
- Experience with CPPP / eProcure and state government e-procurement portals.
- Experience handling IT / software / SaaS / AI / telecom / digital transformation tenders.
- Experience with RFP, RFQ, EOI, empanelment, rate contract, and institutional procurement processes.
- Experience with government / PSU / defence / education / healthcare / public-sector technology procurement is an advantage.
- Experience preparing technical and commercial bid documentation independently.

Eligibility
- Bachelor’s degree in Business, IT, Engineering, Commerce, or a related discipline.
- MBA / PG qualification in Sales, Business, IT, or a related field is an advantage.
- 5+ years of overall professional experience.
- Minimum 2 years of direct experience in government bidding, tender management, GeM, or government / institutional sales.
- Experience in an AI, IT, SaaS, software, telecom, or technology company strongly preferred.
- Demonstrated experience independently managing government bids from opportunity identification through submission and award.
Ideal Candidate
The ideal candidate is a highly organised and detail-oriented government bidding professional who understands that tendering is a specialised function requiring commercial judgement, technical understanding, documentation discipline, and exceptional deadline management. They should be capable of independently owning the government bidding pipeline, coordinating with senior management and technical teams, and ensuring that every bid is commercially sensible, technically responsive, and procedurally compliant.
