DUTIES & RESPONSIBILITIES OF CHIEF EXECUTIVE OFFICER (CEO)
The Chief Executive Officer (CEO) shall be responsible for the overall management, administration, growth and effective functioning of the NGO and shall work under the guidance and supervision of the Management.
1. Overall Leadership & Administration
- Provide overall leadership for all activities, projects and establishments of the organisation.
- Ensure implementation of policies, decisions and directions of the Management.
- Coordinate the functioning of the three Medical Centres located in Delhi and all other welfare projects of the organisation.
- Prepare annual and long-term operational plans in accordance with the objectives of the NGO.
- Ensure optimum utilisation of manpower, infrastructure, equipment and financial resources.
- Establish systems for regular monitoring, review and improvement of organisational performance.
2. Management of Medical Centres
- Exercise overall administrative supervision over all three Medical Centres.
- Ensure efficient delivery of medical, diagnostic, eye-care and other healthcare services being provided by the organisation.
- Monitor patient footfall, consultations, procedures/surgeries, camps and other major performance indicators.
- Ensure availability and appropriate deployment of doctors, paramedical personnel and supporting staff.
- Ensure proper maintenance and utilisation of medical equipment and infrastructure.
- Ensure adequate stocks of medicines, consumables and essential supplies.
- Ensure cleanliness, hygiene, infection-control practices, patient safety and proper biomedical waste management.
- Conduct periodic review of quality of healthcare services and patient satisfaction.
- Ensure compliance with applicable statutory requirements relating to healthcare establishments.
3. CSR Funding & Corporate Relations
- Develop and maintain relationships with Public Sector Undertakings, private companies and other CSR partners.
- Identify potential CSR funding opportunities and prepare/project proposals for financial assistance.
- Coordinate submission of project proposals, budgets, presentations and supporting documents to prospective donors.
- Ensure timely execution of CSR-supported projects in accordance with sanctioned scope, timelines and budgets.
- Ensure submission of utilisation certificates, progress reports, impact reports, photographs, beneficiary data and other documents required by CSR partners.
- Maintain regular communication with existing CSR partners and facilitate visits by their representatives.
- Develop long-term partnerships with corporates rather than limiting engagement to individual projects.
- Ensure appropriate acknowledgement and visibility to CSR partners in accordance with agreed terms.
4. Fund-Raising & Resource Mobilisation
- Develop strategies for mobilisation of funds from CSR, trusts, foundations, institutions and individual donors.
- Identify new funding opportunities and diversify the organisation's sources of income.
- Prepare annual fund-raising targets and periodically review achievement against targets.
- Develop project concepts capable of attracting institutional and CSR support.
- Maintain relationships with existing donors and supporters of the organisation.
5. Welfare & Educational Activities
Exercise overall supervision over welfare programmes including:
- Coaching/tuition classes for underprivileged students.
- Computer education and digital literacy programmes.
- Stitching/sewing and vocational training programmes.
- Skill-development and livelihood programmes.
- Health awareness and community outreach activities.
- Environmental sustainability projects.
- Water conservation/recharge and other environmental initiatives.
- Any new social-development programmes undertaken by the organisation.
The CEO shall ensure proper beneficiary selection, attendance, quality of training, utilisation of facilities, outcome measurement and periodic assessment of each programme.
6. Environmental Sustainability Projects
- Identify suitable environmental and sustainability projects aligned with CSR priorities.
- Develop projects relating to water conservation, rainwater harvesting, plantation, waste management, energy efficiency, climate action and other relevant areas.
- Develop measurable environmental impact indicators.
- Coordinate with technical agencies, Government departments, CSR partners and implementing agencies wherever required.
- Ensure monitoring and documentation of environmental outcomes and impact.
7. Financial Management
- Prepare the annual organisational and project-wise budgets in consultation with the Finance/Accounts team.
- Monitor income and expenditure against approved budgets.
- Exercise expenditure control and ensure financial prudence.
- Ensure that all expenditure is properly authorised, documented and accounted for.
- Review financial statements, bank balances, receivables, liabilities and project-wise fund utilisation periodically.
- Ensure that restricted/earmarked grants are utilised only for the purposes for which they have been sanctioned.
- Coordinate timely completion of statutory and internal audits.
- Place important financial matters before the Governing Body/authorised office bearers for approval.
8. Human Resource Management
- Assess manpower requirements for Medical Centres, offices and various projects.
- Supervise recruitment, deployment, transfer, training and performance assessment of employees.
- Define duties and responsibilities of employees and ensure accountability.
- Develop a performance-oriented and service-oriented work culture.
- Ensure appropriate attendance, leave, discipline and grievance-redressal systems.
- Identify training and capacity-building requirements of employees.
- Recommend increments, promotions, rewards or disciplinary action in accordance with organisational policies.
- Ensure compliance with applicable labour and employment laws.
9. Monitoring & MIS
- Establish a comprehensive Management Information System covering all projects and Medical Centres.
- Review daily/monthly/quarterly performance reports.
- Develop Key Performance Indicators (KPIs) for major activities.
- Monitor, among others:
- Patient footfall.
- Surgeries/procedures.
- Medical camps.
- Beneficiaries of welfare programmes.
- Student attendance and educational outcomes.
- Training completions.
- CSR fund utilisation.
- Cost per beneficiary.
- Project milestones.
- Environmental impact indicators.
- Present consolidated performance reports to the Governing Body periodically.
10. Statutory & Regulatory Compliance
- Ensure compliance with all laws and regulations applicable to the NGO.
- Coordinate timely filing of statutory returns and maintenance of required records.
- Ensure compliance relating to Income Tax, CSR grants, registrations, licences, labour laws and medical establishments, wherever applicable.
- Ensure timely renewal of registrations, licences, certificates and permissions.
- Coordinate with auditors, consultants, Government departments and regulatory authorities.
- Ensure that donor funds are handled in accordance with applicable laws and donor conditions.
11. Procurement & Asset Management
- Ensure transparent and economical procurement of medical equipment, medicines, IT equipment and other goods/services.
- Ensure prescribed procedures for quotations, comparative assessment and approvals are followed.
- Maintain proper records of organisational assets.
- Ensure preventive maintenance and annual maintenance contracts for major equipment.
- Periodically assess utilisation of equipment and infrastructure.
- Prevent misuse, loss or avoidable deterioration of organisational assets.
12. Project Development & Expansion
- Identify new areas of social intervention consistent with the objectives of the organisation.
- Prepare feasibility studies/project proposals for new Medical Centres, healthcare services and welfare activities.
- Evaluate opportunities for expansion and replication of successful programmes.
- Recommend closure, restructuring or modification of projects that are not delivering the desired impact.
- Promote adoption of technology and innovative methods for improving service delivery.
13. Community Outreach & Medical Camps
- Develop strategies for reaching underserved communities.
- Plan and monitor health camps, screening camps, awareness programmes and community-based initiatives.
- Establish relationships with local organisations, schools, RWAs, community groups and other institutions.
- Ensure appropriate referral and follow-up of beneficiaries identified during outreach programmes.
14. Stakeholder & Government Relations
- Represent the NGO, whenever authorised, before Government departments, PSUs, corporates, hospitals, institutions and partner organisations.
- Develop working relationships with Government agencies and local authorities.
- Explore opportunities for collaboration with reputed hospitals, educational institutions, NGOs and technical organisations.
- Participate in meetings, conferences and forums relevant to the activities of the organisation.
15. Communication, Publicity & Branding
- Ensure proper documentation and communication of the organisation's activities and impact.
- Supervise preparation of annual reports, newsletters, brochures, presentations and impact reports.
- Ensure that website and social-media information relating to organisational activities remains current and appropriate.
- Promote the organisation's credibility and visibility amongst donors, beneficiaries and other stakeholders.
- Ensure that all external communication protects the reputation and values of the organisation.
16. Governance Support
- Provide the Management with timely and accurate information required for decision-making.
- Prepare agenda notes, proposals and performance reports wherever required.
- Ensure implementation of decisions taken by the Governing Body and provide action-taken reports.
- Escalate major financial, administrative, legal or reputational issues to the authorised office bearers without delay.
17. Risk Management
- Identify operational, financial, statutory, medical, reputational and safety risks.
- Establish appropriate controls for minimising such risks.
- Ensure adequate insurance for major organisational assets and activities wherever necessary.
- Ensure emergency preparedness, fire safety and disaster-management arrangements at all centres.
- Immediately report serious incidents, accidents, fraud, misconduct or legal issues to the competent authority.
18. Quality & Impact Assessment
- Develop measurable outcomes for each major project.
- Periodically assess whether projects are achieving their intended social impact.
- Obtain beneficiary feedback and introduce corrective measures wherever required.
- Benchmark important services against good practices followed by reputed NGOs and healthcare institutions.
- Promote continuous improvement in organisational systems and service delivery.
19. Powers & Accountability
The CEO shall exercise administrative and financial powers specifically delegated by the Governing Body/competent authority and shall:
- Maintain transparency and accountability in all decisions.
- Avoid conflict of interest.
- Ensure that all major decisions are properly documented.
- Seek approval of the competent authority for matters beyond delegated powers.
- Safeguard the assets, reputation and interests of the organisation.
20. Other Responsibilities
- Undertake any other responsibility assigned by the Chairman/President, Secretary, Governing Body or other competent authority.
- Attend to urgent organisational matters requiring senior-level intervention.
- Perform all functions reasonably necessary for efficient, professional and sustainable management of the organisation.
Key Accountability of the CEO
The CEO shall ultimately be responsible for ensuring that the organisation operates in a professional, transparent, financially prudent, compliant and beneficiary-focused manner, while continuously improving the reach, quality and measurable social impact of its medical, educational, vocational and environmental programmes.
Pay: ₹90,000.00 - ₹100,000.00 per month
