Individual Consultant - RM and Partnerships

TERMS OF REFERENCE (to be completed by Hiring Office)

Hiring Office:

Purpose of consultancy:

The United Nations Population Fund (UNFPA) is the leading United Nations sexual and reproductive health agency. With a focus on promoting sexual and reproductive health, reproductive rights, and gender equality, UNFPA’s India Country Office collaborates closely with the Government of India and diverse partners to advance the goals outlined in the International Conference on Population and Development (ICPD) Programme of Action and the 2030 Agenda for Sustainable Development.

UNFPA India is currently implementing its 10th Country Programme (CP-10) for the period 2023-2027. The CP-10 envisions an inclusive India where every woman and young person, including those from the most vulnerable groups, can enjoy gender equality, fully realize their sexual and reproductive health and rights, and actively contribute to sustainable development. To achieve these goals, UNFPA India has set an ambitious non-core resource mobilization target of USD 30 million over five years.

As part of its broader partnerships and resource mobilization strategy, UNFPA India is advancing key initiatives such as the Coalition for Reproductive Justice in Business (CRJB), a multi-stakeholder platform that supports private sector actors to adopt and institutionalize workplace practices promoting sexual and reproductive health and rights, gender equality, and the overall well-being of women employees.

In addition, UNFPA India is deepening its engagement in South-South and Triangular Cooperation (SSTC) to leverage India’s expertise and experiences in areas such as reproductive health, gender equality, and youth empowerment. Through SSTC, UNFPA facilitates knowledge exchange and capacity-building partnerships across developing countries, positioning India as a key contributor to global development cooperation.

To drive the achievement of these goals, UNFPA India is seeking to hire a Resource Mobilization and Partnerships Consultant with proven expertise in fundraising, cultivating partnerships across sectors, and advancing strategic initiatives that promote SRHR, gender equality, and SSTC. The Consultant will play a key role in expanding UNFPA’s donor base, strengthening engagement with the private sector, and supporting initiatives such as the CRJB and SSTC collaboration efforts with other countries in the Global South.

The Resource Mobilization and Partnerships Consultant will be based at the UNFPA India Country Office in New Delhi and will report to the Resource Mobilization and Partnerships Specialist.

Scope of Work:

Support development of a strong donor and partner pipeline by identifying aligned funding opportunities and cultivating strategic partnerships
Contribute to the achievement of UNFPA India’s non-core resource mobilization targets by driving donor engagement and supporting high-quality concept and proposal submissions
Research on donor priorities, funding windows, and submission processes to inform engagement strategies and proposal alignment
Contribute to the development of compelling donor-facing materials including presentations, briefing notes, and concept pitches
Assist the RM Specialist in coordinating across thematic, innovations, and state teams to identify priority areas for resource mobilisation
Maintain accurate records of donor engagement and support ongoing knowledge management for RM efforts
Coordinate with thematic, innovations, and state teams to synthesize inputs and ensure proposals reflect technical soundness and programmatic priorities
Identify and engage corporate partners whose business strategies align with CRJB’s value proposition across SRHR priority areas
Support onboarding of private sector partners by contributing to executive briefings
Support the RM Specialist in the design and implementation of SSTC initiatives, including preparation of project documents, coordination with partner countries and institutions, and UNFPA country and regional offices.

Duration and working schedule:

Delivery dates and how work will be delivered ( e.g. electronic, hard copy etc.):

The duration of the contract is 11 months, and the consultant would be submitting the report by 5th of the subsequent month.

Reporting Requirements Monthly Progress Report
The consultant will submit a concise monthly progress report covering:

Progress on resource mobilization and partnerships against agreed priorities
Updated status of the donor and partner pipeline
Updates on private sector engagement under CRJB
Status of SSTC initiatives (where applicable), including progress on design or documentation
Donor communication and visibility materials developed or updated during the period, if any

Deliverables

Updated Donor and Partner Pipeline Tracker
- A regularly updated tracker capturing ongoing, pipeline, and new opportunities, including status, funding potential, next steps, and responsible focal points.
- Frequency: Maintained continuously; submitted monthly
- Format: MS Excel

Private Sector Engagement under CRJB
- Documentation of private sector outreach and onboarding under CRJB, including engagement notes and partnership status.
- Frequency: As partnerships mature; progress reported monthly
- Format: MS Word

South-South and Triangular Cooperation (SSTC) Initiatives
- Design and documentation of SSTC initiatives showcasing India’s good practices and lessons learned, including concept notes and knowledge products.
- Frequency: Delivered as per mutually agreed priorities and milestones; progress reported monthly
- Format: MS Word (with PPTs or annexes, as required)

Donor Communication and Visibility Materials
- Donor-facing briefs, presentations, success stories, and visibility assets developed in close coordination with the Communications team.
- Frequency: As required; progress reflected in monthly and quarterly reports
- Format: MS Word / MS PowerPoint

Quarterly RM and Partnerships Progress Reports
- Comprehensive reports consolidating achievements, funding mobilized, pipeline progress, and alignment with CP-10 priorities.
- Frequency: Quarterly

Monitoring and progress control, including reporting requirements, periodicity format and deadline.

The consultant will work on a full-time basis and submit a short monthly progress update against the agreed workplan. The update will capture key activities, results, and next steps, and will be submitted by 5th of the subsequent month in an agreed format.

Monthly payment will be made upon submission of an invoice supported by this progress update, subject to review by the RM and Partnerships Specialist and approval by the Chief, Policy and Partnerships, confirming satisfactory performance for the month.

Payment Policy

Monthly consultancy fees within the range of - INR 1,20,000 to INR 1,50,000

Payment will be made on the basis of the final submission of the invoice

Travel, if any, will be paid as per UNFPA rules.

Supervisory arrangements:

The consultant will report directly to the RM and Partnerships Specialist under the overall direction of Chief, Policy and Partnerships.

Expected travel:

The consultant may be required to travel as part of this consultancy. Travel expenses (tickets, DSA, terminals) will be paid, as per UNFPA Travel policy.

Required expertise, qualifications and competencies, including language requirements:

Education:

Master's / Bachelor’s degree in Business Administration, Economics, Commerce, Social Work, Communications, Marketing, International Relations, or related disciplines.

Experience:

Master's Degree - 2 year(s) experience OR Bachelor's Degree - 4 year(s) experience.
Progressively responsible and relevant professional work experience in fundraising particularly in the development sector, with a track record of building meaningful partnerships and resource mobilisation.
Understanding of sexual and reproductive health, family planning and gender and human rights.
Exceptional written and verbal communication skills, with the ability to present complex information in a clear and compelling manner.
Ability to work collaboratively with multidisciplinary teams and stakeholders.
Familiarity with the international development landscape and donor requirements.
Good knowledge of the donor ecosystem and development actors.
Ability to identify and propose innovative solutions for increased resource mobilisation.
Strong written and oral communications skills are essential.
Excellent negotiation skills.
Ability to exercise tact in interacting with partners.
Collaborative and proactive approach to work, with the ability to work effectively in a team environment.
Familiarity with donor requirements, guidelines, and reporting mechanisms.

Languages:

Fluency in English is mandatory. Working knowledge of one of the Indian official languages is desirable. Knowledge of other UN languages is an asset.

Inputs / services to be provided by UNFPA or implementing partner (e.g., support services, office space, equipment), if applicable:

UNFPA in-house professionals will provide the necessary technical support.
