1. JOB PURPOSE
The Transition Manager will be responsible for end-to-end transition and mobilization of new Facility Management contracts, from contract award until successful operational stabilization and handover to the Operations team.
The role will act as the single point of accountability for transition, coordinating with Sales, Operations, HR, Recruitment, Procurement, Finance, Compliance, QHSE, IT and client stakeholders to ensure projects go live on time, within approved budget and with zero major service disruption.
The candidate should have strong experience in manpower mobilization, soft services, hard services, commercial planning, statutory compliance, vendor management, client handling and project implementation.
2. KEY RESPONSIBILITIESA. Transition & Mobilization
- Lead end-to-end transition of newly awarded FM / IFM contracts.
- Prepare detailed 30/60/90-day transition and mobilization plans.
- Conduct site surveys and understand client requirements, scope of work and operational expectations.
- Review contract, SLA, KPI, manpower deployment and commercial requirements before mobilization.
- Develop project-wise mobilization schedules, milestones and responsibility matrices.
- Ensure timely readiness of manpower, supervisors, equipment, machinery, consumables, uniforms, PPE and other resources.
- Ensure smooth transition from incumbent service provider to the new FM service provider.
- Identify transition risks and develop contingency and mitigation plans.
- Ensure zero critical operational disruption during go-live.
B. Manpower Planning & Recruitment
- Prepare manpower deployment plans based on contract requirements and approved budgets.
- Coordinate with HR and Recruitment teams for timely hiring and onboarding.
- Plan local and outstation manpower mobilization wherever required.
- Ensure deployment of qualified supervisors, engineers and operational teams.
- Coordinate employee documentation, background verification, medical fitness, training and induction.
- Monitor manpower readiness against the project mobilization timeline.
- Ensure replacement plans are available for critical positions.
C. Client & Stakeholder Management
- Act as the primary transition SPOC for the client.
- Conduct transition kick-off meetings with clients and internal stakeholders.
- Establish regular transition review meetings and governance mechanisms.
- Understand client expectations and convert them into operational requirements.
- Manage client escalations during the mobilization phase.
- Coordinate with incumbent vendors / client representatives for smooth handover.
- Present transition progress, risks, issues and action plans to senior management.
D. Commercial & Budget Management
- Review approved commercial proposals and transition budgets.
- Ensure mobilization activities are executed within the approved budget.
- Monitor manpower cost, equipment cost, consumables, uniforms, PPE and other startup expenses.
- Coordinate with Finance and Operations to ensure project profitability.
- Identify cost-saving opportunities without compromising service quality.
- Monitor deviations between approved budget vs. actual transition cost.
- Support Operations in understanding contract commercials, billing parameters and SLA requirements.
- Identify opportunities for additional services / upselling during transition.
E. Operations Readiness
- Ensure all operational SOPs, checklists, formats and escalation matrices are ready before go-live.
- Establish site organization structure and reporting hierarchy.
- Ensure deployment of supervisors and key management personnel.
- Ensure equipment, machinery and consumables are available before commencement.
- Coordinate with Operations for service-specific readiness.
- Establish daily, weekly and monthly reporting mechanisms.
- Conduct operational readiness audits before handover.

Technical engineering expertise is particularly relevant for senior FM transition roles handling integrated technical operations.
H. Compliance & QHSE
- Ensure statutory and client compliance requirements are completed before go-live.
- Coordinate with HR / Compliance teams for PF, ESI, labour law and other applicable requirements.
- Ensure safety documentation and risk assessments are completed.
- Ensure required licenses, certificates and statutory records are available.
- Coordinate QHSE audits and pre-start inspections.
- Ensure 100% compliance with client and company safety standards.
I. Procurement & Vendor Management
- Identify mobilization requirements and initiate procurement activities.
- Coordinate with Procurement for timely delivery of equipment, machinery and consumables.
- Finalize / onboard approved vendors as per company process.
- Monitor vendor delivery timelines and quality.
- Ensure AMC / service contracts are established wherever required.
- Maintain vendor performance and escalation records.
J. Technology & MIS
- Drive implementation of CAFM / CMMS / HRMS / Helpdesk systems at new sites.
- Ensure employee and asset master data is created before go-live.
- Implement attendance, payroll and workforce management processes.
- Establish dashboards and transition MIS.
- Track manpower, cost, SLA, compliance and mobilization status.
- Use MS Excel, PowerPoint and Power BI / MIS tools for management reporting.
K. Handover & Stabilization
- Conduct final operational readiness review before go-live.
- Prepare detailed handover checklist for Operations.
- Ensure all documents, asset details, manpower data, SOPs and vendor information are handed over.
- Conduct knowledge-transfer sessions with the Operations team.
- Monitor the account during the initial 30–90 days stabilization period.
- Track transition issues until closure.
- Conduct post-transition review and identify lessons learned / process improvements.
