Position Overview :
The Safety Engineer – Transmission Line is responsible for implementing, monitoring, and enforcing Health, Safety, and Environmental (HSE) requirements during the construction, erection, stringing, testing, commissioning, operation, and maintenance of transmission line projects. The role focuses on preventing accidents, ensuring statutory compliance, identifying hazards, conducting risk assessments, and promoting a strong safety culture across all project activities.
The Safety Engineer shall work closely with project managers, construction teams, contractors, utility representatives, and regulatory authorities to ensure all transmission line activities are executed safely and in compliance with applicable laws, company standards, and client requirements.
Key Job ResponsibilitiesA. Health & Safety Management :
- Implement project-specific Health, Safety, and Environment (HSE) plans.
- Ensure compliance with company HSE policies and client safety requirements.
- Monitor day-to-day construction activities for safety compliance.
- Develop and maintain site safety procedures and work instructions.
- Conduct regular safety inspections and audits.
- Identify unsafe acts and unsafe conditions and initiate corrective actions.
- Promote a proactive safety culture throughout the project.
- Ensure compliance with national and local occupational health and safety regulations.
B. Hazard Identification & Risk Assessment
- Conduct Hazard Identification and Risk Assessment (HIRA) for all transmission line activities.
- Prepare Job Safety Analysis (JSA) and Method Statements for critical activities.
- Identify hazards associated with:
- Tower foundation works
- Excavation activities
- Reinforcement and concreting works
- Tower erection
- Working at height
- Conductor stringing
- OPGW installation
- Energized line proximity work
- Lifting operations
- Transportation activities
- Recommend suitable control measures to eliminate or mitigate risks.
- Review risk assessments periodically and update when project conditions change.
C. Transmission Line Construction SafetyFoundation Works
- Monitor excavation and trenching safety.
- Ensure proper shoring, barricading, and access arrangements.
- Verify safe operation of excavation equipment.
- Ensure compliance with confined space requirements where applicable.
- Monitor concrete pouring operations and reinforcement works.
Tower Erection Activities
- Verify erection procedures before commencement.
- Ensure all tower members are installed safely.
- Monitor climbing and working-at-height activities.
- Ensure use of approved fall protection systems.
- Verify structural stability during erection stages.
- Ensure safe use of gin poles, derricks, cranes, and winches.
Conductor Stringing Activities
- Monitor stringing operations and ensure compliance with approved procedures.
- Verify installation of proper grounding systems during stringing.
- Ensure safe handling of conductors and OPGW.
- Monitor tensioning and sagging activities.
- Ensure public safety during road, railway, and river crossings.
- Verify proper barricading and warning signage.
D. Work at Height Safety
- Ensure compliance with Work-at-Height procedures.
- Verify fitness and certification of workers performing height-related activities.
- Inspect:
- Full body harnesses
- Double lanyards
- Lifelines
- Fall arrest systems
- Anchorage points
- Ensure 100% tie-off policy is followed.
- Conduct regular inspections of climbing equipment.
- Stop work immediately if fall protection requirements are not met.
E. Electrical Safety Management
- Ensure compliance with electrical safety procedures.
- Monitor activities near energized transmission lines.
- Verify implementation of Lockout/Tagout (LOTO) procedures.
- Ensure proper grounding and earthing arrangements.
- Monitor use of insulated tools and equipment.
- Conduct electrical hazard awareness programs.
- Verify safe clearances from live electrical equipment.
- Coordinate shutdown permits with utility authorities.
F. Permit-to-Work (PTW) System Management
- Implement and monitor Permit-to-Work systems.
- Review and authorize permits for:
- Working at Height
- Hot Work
- Excavation Work
- Lifting Operations
- Electrical Isolation
- Confined Space Entry
- Ensure permits are properly closed after completion.
- Verify compliance with permit conditions during execution.
G. Lifting & Rigging Safety
- Review lifting plans and risk assessments.
- Verify certification and inspection status of lifting equipment.
- Monitor safe use of:
- Cranes
- Hoists
- Winches
- Slings
- Shackles
- Chain Blocks
- Ensure lifting gear inspection records are maintained.
- Verify competency of crane operators and riggers.
- Monitor critical and heavy lifting activities.
H. Contractor Safety Management
- Conduct contractor HSE induction programs.
- Evaluate contractor safety performance.
- Monitor contractor compliance with project HSE requirements.
- Conduct regular safety meetings with contractor personnel.
- Ensure contractor workers receive appropriate training.
- Recommend corrective actions for non-compliance.
- Participate in contractor performance reviews.
I. Safety Training & Awareness
- Conduct site safety induction for all employees and visitors.
- Organize daily toolbox talks before commencement of work.
- Deliver training on:
- Working at Height
- Electrical Safety
- First Aid
- Fire Safety
- Emergency Response
- PPE Usage
- Transmission Line Hazards
- Maintain training records and competency matrices.
- Promote safety campaigns and awareness initiatives.
J. Incident Investigation & Reporting
- Investigate accidents, incidents, and near-miss events.
- Conduct root cause analysis.
- Prepare incident investigation reports.
- Recommend preventive and corrective actions.
- Monitor implementation of corrective measures.
- Maintain accident and incident records.
- Report incidents to management and regulatory authorities as required.
K. Emergency Preparedness & Response
- Develop site emergency response plans.
- Conduct mock drills and emergency exercises.
- Coordinate emergency rescue operations.
- Ensure availability of:
- First Aid Kits
- Rescue Equipment
- Emergency Communication Systems
- Fire Fighting Equipment
- Coordinate with local hospitals and emergency services.
- Maintain emergency contact directories.
L. Environmental Management Responsibilities
- Ensure compliance with environmental regulations.
- Monitor waste management practices.
- Ensure protection of forests, rivers, and sensitive ecological areas.
- Control dust, noise, and pollution at construction sites.
- Monitor fuel and oil handling practices.
- Ensure restoration of disturbed areas after construction.
- Promote sustainable construction practices.
M. Documentation & Compliance
- Maintain HSE records and registers.
- Prepare daily, weekly, and monthly HSE reports.
- Track safety statistics and KPIs.
- Maintain inspection reports and audit records.
- Manage legal and statutory compliance documentation.
- Maintain records of permits, training, incidents, and inspections.
- Prepare client and management safety presentations.
Required Qualifications :
- Bachelor's Degree/ Dipoma in Engineering (Electrical, Mechanical, Civil, or Safety Engineering).
- Diploma/Advanced Diploma in Industrial Safety.
- NEBOSH IGC (Preferred).
- IOSH Managing Safely (Preferred).
- OSHA Certification (Preferred).
Experience Requirements :
Safety Officer
- 2–5 years of construction safety experience.
Safety Engineer
- 5–10 years of transmission line, substation, power plant, or infrastructure safety experience.
Senior Safety Engineer
- 10+ years of HSE management experience in EHV transmission projects.
