Role Overview

We are looking for an experienced Business Development Manager – Government Sales with a strong background in selling IT/software solutions to Government Departments, PSUs, Smart City projects, and other public sector organizations. The ideal candidate should have hands-on experience in government procurement processes, tender management, bid preparation, and end-to-end sales execution.

Key Responsibilities

Identify and monitor relevant tenders on GeM, CPPP, State e-Procurement portals, NIC, RailTel, and other government procurement platforms.
Analyze RFPs, RFQs, EOIs, and prepare bid/no-bid recommendations based on technical and commercial feasibility.
Manage the complete bid lifecycle, including eligibility documentation, compliance matrix, technical proposals, commercial submissions, and timely bid submission.
Ensure compliance with GFR, CVC guidelines, GeM policies, and tender-specific eligibility requirements.
Coordinate with internal teams including Technical, Product, Finance, Legal, and Operations for proposal preparation and bid execution.
Prepare presentations, solution documents, case studies, and product demonstrations for prospective government clients.
Build and maintain strong relationships with government departments, system integrators, consultants, and strategic partners.
Support contract negotiations, post-award documentation, Performance Bank Guarantee (PBG), purchase orders, and implementation coordination.
Generate new business opportunities and expand existing government accounts through cross-selling and upselling.
Maintain an active sales pipeline and achieve quarterly and annual revenue targets.
Track industry trends, upcoming government projects, and digital transformation initiatives.

Required Skills & Experience

5–10+ years of experience in Government Sales or Business Development for IT/Software Solutions.
Proven experience in handling government tenders and procurement processes.
Strong understanding of GeM, CPPP, State e-Procurement Portals, GFR, CVC Guidelines, and public procurement procedures.
Experience in proposal writing, bid management, and technical-commercial documentation.
Excellent communication, negotiation, presentation, and stakeholder management skills.
Ability to manage multiple bids simultaneously within strict deadlines.
Strong networking skills with Government Departments, PSUs, and System Integrators.
Knowledge of Digital Transformation, Cloud, AI, Enterprise Software, Cybersecurity, GIS, Smart City, ERP, or e-Governance solutions will be an added advantage.
Candidates with prior experience working with organizations such as RailTel, NICSI, BEL, ECIL, TCIL, C-DAC, UPDESCO, Wipro, TCS, Infosys, HCL, Tech Mahindra, LTIMindtree, or similar organizations will be preferred.

Preferred Qualifications

Bachelor's degree in Engineering, Computer Science, IT, Business Administration, or a related field.
MBA (Marketing/Business Development) is preferred.
Experience in Government Digital Transformation or e-Governance projects is an advantage.
