Full job description

Job Purpose

The Quantity Surveyor is responsible for quantity estimation, cost planning, BOQ preparation, tendering support, contractor billing, cost control, variation management, and ensuring projects are completed within the approved budget while maintaining quality and contractual compliance.

Key Roles & Responsibilities

1. Quantity Estimation & BOQ

Prepare detailed quantity take-offs from architectural, structural, and MEP drawings.
Prepare Bills of Quantities (BOQ) for tendering and execution.
Verify quantities submitted by consultants and contractors.
Maintain quantity reconciliation throughout the project lifecycle.

2. Cost Estimation & Budgeting

Prepare project cost estimates during concept, design, and execution stages.
Develop cost plans and budget forecasts.
Monitor actual costs against approved budgets.
Identify potential cost overruns and recommend corrective actions.

3. Tendering & Procurement Support

Prepare tender documents and BOQs.
Float enquiries to vendors and contractors.
Analyze quotations and prepare comparative statements.
Assist in technical and commercial negotiations.
Recommend award of contracts.

4. Contract Administration

Review contract terms and conditions.
Ensure contractual compliance by contractors.
Monitor contract milestones and deliverables.
Maintain contract documentation and records.

5. Billing & Payment Certification

Verify contractor RA Bills.
Measure executed quantities jointly with site engineers.
Certify work completed for payment processing.
Prepare final bills and settlement statements.

6. Variation & Change Management

Evaluate variation orders.
Assess financial impact of design changes.
Prepare and negotiate variation claims.
Maintain variation registers.

7. Cost Monitoring & Reporting

Track project expenditure.
Prepare monthly cost reports.
Monitor committed vs actual costs.
Prepare cash flow projections.

8. Site Coordination

Coordinate with architects, consultants, contractors, and project teams.
Conduct site measurements.
Resolve quantity-related issues.
Participate in project review meetings.

9. Value Engineering

Suggest cost-saving alternatives.
Evaluate substitute materials.
Optimize construction methods without compromising quality.

10. Documentation & Records

Maintain BOQs, estimates, rate analyses, and billing records.
Maintain measurement books and quantity reconciliation reports.
Archive all commercial documents.

Key Deliverables

Accurate BOQs.
Cost estimates within defined accuracy.
Timely contractor bill certification.
Monthly cost reports.
Quantity reconciliation statements.
Variation order register.
Tender analysis reports.
Final account settlements.

Required Qualifications

Bachelor's Degree/Diploma in Civil Engineering.
Certification in Quantity Surveying is preferred.
5–10 years of experience in real estate development (residential/commercial/high-rise projects).

Technical Skills

Quantity take-off and estimation.
BOQ preparation.
Rate analysis.
Cost planning and budgeting.
Contract management.
Tender evaluation.
Billing and measurement.
Knowledge of IS Codes and construction practices.
Familiarity with FIDIC or other standard construction contracts (preferred).

Software Skills

AutoCAD
Microsoft Excel (Advanced)
ERP systems (SAP, Oracle, Microsoft Dynamics, etc.)
CostX, PlanSwift, or similar QS software (preferred)
MS Project or Primavera (basic understanding)

Accuracy of BOQs and tender documents.
Number of billing disputes resolved.
Timely closure of final accounts.
Compliance with contractual and company procedures.
