About Role:
To lead the end-to-end implementation of the Skilling and Livelihood Project by ensuring timely project execution, quality training delivery, achievement of enrolment and placement targets, stakeholder engagement, effective monitoring, financial compliance, and overall project
performance. Smile Foundation will be implementing Community Health project in Agar Malwa district in Madhya Pradesh and will be overall responsible for overseeing all aspects of implementation and ensuring high program quality standards maintained throughout the project period. The Project Lead will also ensure that all project implementation resources are used effectively and transparently in meeting
project objectives.
As Project Lead, She/he will provide technical and management leadership to the site-level staff, who will implement field activities. She/he will closely work with the project’s technical team including Advocacy and Research to ensure rolling out of intervention plan and technical
integrity of program.
She/he will need to relate to and work effectively with people from diverse backgrounds, professional experiences, and personalities. The position may require up to 20-30% travel. She/he will coordinate, leverage, manage and motivate key players towards ensuring synergy, achieving results and promote ownership of the result.
Job Description:
1. Project Planning & Implementation
Lead the overall implementation of the project as per approved work plan and timelines.
Develop monthly, quarterly, and annual implementation plans.
Ensure operational readiness of the Skill Centre.
Coordinate mobilization, training, assessments, certification, placements, and post-placement
activities.
Ensure timely achievement of all project milestones and deliverables.
2. Team Leadership
Supervise and mentor Trainers, Mobilizers, Project Coordinator cum Placement Officer and Community Facilitators.
Conduct weekly review meetings with project staff.
Build a performance-driven culture.
Identify training needs and organize capacity-building sessions.
3. Training Quality Assurance
Ensure Sector Skill Council compliance for Green Jobs
Monitor classroom delivery and practical sessions.
Review lesson plans and training schedules.
Ensure quality of assessments and learner outcomes.
Improve learner engagement and retention.
4. Community Mobilization & Outreach
Supervise village mobilization campaigns.
Build relationships with Panchayats, SHGs, educational institutions, and community leaders.
Increase enrolment through community engagement.
Promote participation of women and marginalized youth.
5. Placement & Employer Engagement
Develop partnerships with industries and employers.
Organize placement drives and interviews.
Monitor placement quality and retention.
Strengthen employer relationships and obtain regular feedback.
6. Stakeholder Management
Act as the primary point of contact for the donor and key stakeholders.
Coordinate with Sector Skill Councils, government departments, industries, and local institutions.
Facilitate donor visits and review meetings.
Present project progress and achievements.
7. Monitoring, MIS & Reporting
Ensure accurate beneficiary data management.
Monitor key performance indicators including:
o Mobilization
o Enrolment
o Attendance
o Training completion
o Certification
o Placement
o Retention
Review MIS regularly for data accuracy.
Submit weekly, monthly, quarterly, and annual reports.
8. Financial & Administrative Management
Monitor project expenditure against approved budgets.
Ensure compliance with procurement and financial procedures.
Approve bills, invoices, and project documentation.
Ensure proper asset management and utilization.
9. Quality Assurance & Compliance
Ensure compliance with donor guidelines and organizational policies.
Conduct internal quality audits.
Maintain project documentation and evidence.
Support external audits and evaluations.
10. Risk Management
Identify implementation risks.
Develop mitigation plans.
Resolve operational issues proactively.
Escalate critical issues to management when required.
11. Documentation & Learning
Document best practices, innovations, and case studies.
Capture success stories and beneficiary testimonials.
Promote continuous learning and improvement.
Education Qualification & Skills:
- Master's in Social Work, Rural Management, MBA, or equivalent.
- 10 years in skilling, livelihoods, SHG/community development projects, with at least 3 years in a leadership role.
- Proven experience in research and study.
- Experience of implementing large size (Minimum 3 CR) integrated community health Project/s including Mobile Medical Units.
- In-depth knowledge of Government sector/ NHM approach to community/Public health care.
- In-depth knowledge of National Family Health Survey/ The National Quality Assurance Standards (NQAS).
- Prior experience in market dynamics and market-based interventions, particularly to improve public health.
- Skills and experience in strategic planning, management, supervision, and budgeting, and managing complex activities involving coordination with multiple program partner institutions.
- Demonstrated ability of mobilize commercial partners, M&E agencies, Government systems, and other Partners.
